Have all perks unlocked
If all perks were unlocked, all players and killers would get the opportunity to play the "full" game. This stems from some major obstacles that I believe a lot of new players run into.
New players are inherently at a disadvantage (especially killers). There are many intricacies to this game, and a lot of fun is experimenting with new builds and trying perks. Unlocked perks takes the focus from grinding back to the game-play.
What about the blood-web?
The blood-web would still have add-ons in it, perks would be removed and skins could be added in their place. The focus of the game would be focused on player vs killer, not farming bp's, though bp's would still be useful.
What about existing players?
Nothing would change for all the players who grinded out all the perks on all the players. What would change is the barrier to entry for new players. A gameplay-focused model for this game would result is retaining more new players. More new players would mean lower queue times in all ranks.
What are your thoughts on this idea?

What is the point of buying survivors then ?
and what about the people who spent their money on killers or survivors for their perks only?

I think the point of new characters would be the unique skins they would have. People who paid could be given full access to the skins as a thank you for supporting the game.
Do you think that would be fair?

Collecting the perks is a huge part of the game though. It's what you spend most of your time doing.
Prestige also wouldn't be punishing at all if this happened losing all of your perks 3 times is important imo.

Yes, it would shift the current focus of the game away from grinding and more towards the gameplay.
The game would reward seasoned players with bloody skins based on level and would have no impact on gameplay (other than being harder to see).
What are the aspects of the game you enjoy most? @BBQnDemogorgon

The grind.
Always having something to progress toward and new abilities to unlock for my characters.
Your idea would kill my enjoyment because every other form of grind/achievement in DbD is pointless.
There are no rank rewards or anything like that so what would keep people progressing? It'd be skins the videogame.

The grind could be preserved in non-gameplay affecting ways.
As the game is now, once you complete the grind, the game itself is the reward. What I propose is making the gameplay the reward first, and offer non-gamplay altering things as a perk.

I completely agree. I'm not playing killers anymore because having all perks cost you an unreasonable amount of time and bloodpoints. I think this i a very big issue with DBD.

I agree the grind is too much but this is the opposite side of the spectrum and this suggestion will never be implemented until they are desperate to keep the game alive.

It would certainly change the game in a big way. The devs would most likely find this solution interesting as a way to retain and acquire new players. New players who would get the opportunity to get the same game experience they see when they watch their favorite DBD streamers play.
EDIT: Bad sentence structure.

I feel you should earn the perks like the rest of us.

What do you think about earning skins instead?

The thread poses a question about perks, not skins.

I outlined more details about how the change could be implemented in the post, part of the proposal was substituting the hunt for perks in the bloodweb with skins, add-ons and boosters wouldn't change. That is why I was asking what you thought about earning skins instead of perks, since you expressed your concern with players "earning" something.
