Quick and Easy Fix for Wraith

I posted about this a couple months ago and didn't really get a response, so instead of reviving the post, I'll just make another one.
He just needs two things to make him worth playing at high ranks:
- Increase his uncloak boost from 1 second to 1.5 seconds, same as old Windstorm (Blood)
- His default cloak speed to be increased to 140%, or 5.6 m/s
No need to do anything else, it'd take about five minutes to just change some number values, and nobody would complain about Wraith getting a buff.
