Why did the devs never consider why Ruin is used that much?

it reall feels like the Devs have never acknowledged why people ran Ruin in such high numbers.

Ruin isn't something you should have relied on the thing is that Killers where actually able to play the way they wanted with it, gens are just poping left and right, as a ghostface on Iron Works I cannot pressure every gen especially not when my Ruin totem has been found by a survivor and I now have to defend it so I am forced to engage that chase. Because I am ghostface and my Power relies on me being out of chase to actually get value from it the chase will naturally take very long so after I downed that first surv at least one gen is finished, without me being able to apply any pressure. In what way did I not do my Job correctly then as a Killer? I had to rely on RNG to get a decent totem spot and on a survivor to not spawn directly next to it (Which still happens survs still spawn to close to totems) and because these two variables failed me I lost one gen at least and I couldn't do anything about it because if I would've left my totem I would've lost my perk and if I chased the survivor away from it to take him out I would've lost at least one gen and depending on where I downed the survivor I will potentially lose another gen because I couldn't reach the gen that is being worked on because maps still are too big. With old Ruin I would have had some more time even if the chase would've been just as long I'd still have a decent chance to comeback from my ######### RNG because if you work on a gen alone without a toolbox it will at least take 80secs to do the gen because there are no boosts from great skillchecks which quite frankly aren't hard to hit when you are in the red ranks because skillchecks should be a minimum requirement to even get to purple ranks.

Which is my next point. Since Ruin is gone we've been able to see the effects of too many people getting into red ranks since the most recent rank reset change. Ruin acted as a gate keeper if you weren't able to find totems well or you couldn't hit skillchecks you wouldn't pogress or rank up which encourages you to actually learn how to hit greats. Now that Ruin is basically gone the mindless M1 holding has become a tad bit more mindless any survivor that knows how to hold M1 can now get to red ranks, you don't have to be good at chases nor do you have to be able to hit great skillchecks you only need a toolbox and your perks like DS, BT any exhaustion perk, and SC or IS. Rank reset just puts you slightly back nowadays which causes you to eventually reach rank 1 or redranks in general this is a problem that I have noticed quite a lot now because I have seen more people on rank 1 with 100-200 hours than ever before they don't know how to run but they know how to hold M1 and that isn't challenging that is just annoying. I either completely steam roll them or I loose two gens after my first chase, this isn't fun or interresting it's quite frankly just stupid.
