I agree.
Legion's power should to be the ability to repair generators at 50% default Survivor speed.
That way they'll be able to take up space at a generator and prevent a Survivor from repairing it at 100% speed.
It will synergize amazingly with New Ruin as a late game Generator slow down!
Finally Killers will be able to secure their Gatekeeper Emblem.

A successful feral frenzy attack will stun the killer for 20 seconds
A missed feral frenzy attack will cause the exit gates to become powered, after which survivors may mori the legion
