Your "build" is not that bad, just Franklins doesn't work anymore with Frenzy hits (NOED neither, but it is still a good perk). Legion has a good possibility to make use and protect the Ruin/Surveillance combo. You got that?

Thanatophobia is a must on Legion. Its not powerful, if only one or two are hurt all game, but it can motivate survivors to heal all match long. Healing is what can buy you some time. Keep Sloppy to squeeze everything you can out of healing or Thana.

Bbq, thana, corrupt, m&a
Bbq is obvious.
Thana will make survivors think they must heal, when they really don't have to
Corrupt will group survivors up more which means you will get more stabs
M&a helps you get that early hit on survivors and kinda helps out in feral frenzy
Addons would be duration, because m&a will make you see longer distance so you wanna know you can make it. And you can run pins because they will be grouped up from corrupt
Hope that helped out a bit, i even tried explaining why i picked what. And actually you could probably sub in new ruin + surveillance instead of bbq and m&a. Legion keeps survivors off gens which makes ruin pretty good on him so yeah.

Ahh, until you get thana you could try the ruin and surveillance combo. Just run bbq, ruin, surveillance, m&a.

i had 2 nuber 9 es a number nine large a number seven ... so i had noed for you know just to get the haters after the match bbq i think its clear for why sloppy for heal
and actually i had franklis if survs had items but if they havent i use iron maden for noobs or ruin

I don't know if it's a GOOD build because I haven't played it yet, but I've been thinking of running Thana, Blood Echoes, Thrilling Tremors and Ruin with increased mending time and the button that gives broken on frenzy hit for add-ons.
The idea is to hit them with frenzy to make them mend so they're off the gens, get downs and use thrilling to keep them off gens while ruin regresses in the mean time, and blood echo to make them chases easier while they're all exhausted but you could swap out blood echoes for nurse's or sloppy butcher.
But idk, it might be a terrible build and I'm just bad at coming up with builds 🤷♂️

True, but you need to down with M1 so this guy still gets it. If the others heal, they still have the double heal by mending, the guy you chase down doesn't mend after being hooked but gets the sloppy slowdown
