Is the Doctor working as intended?

Survivors can still vault over windows/pallets or drop pallets after being hit with the normal shock. Why does it take about one second for the shock to take effect?

I'm not sure, my guess is latency. If it didn't have a delay, you would get rubberbanded back through vaults and windows

I've noticed this myself. I figure it's dedicated servers being annoying.

I'm on xbox and there's time where they still vault. I think it's because on their end they pushed the button and starting to vault and then they get shock while on your end they're just hitting the window. I say just think a second ahead and shock them a bit early. That way they still can't vault and are forced to either stand there and try or continue the loop which should land a free hit.

The stun is brief and has to be timed right. Like they are running through a pallet, you hit them with shock and they either run through trying to drop the pallet and it doesnt drop or you smack them before they can get the pallet to drop. If you hit them before they pass through first side of the pallet the stun from actions may be over by the time you are able to pass or attack through it.

Doc's shock doesn't work like it used to. There is a pause between the particle effect and the interrupt. Basically, they just changed the timing on it. That's why a lot of players are now pre throwing pallets. As to avoid being shocked and not being able to throw it down. In my opinion. Yes. It's working as intended.

They have about a second after the shock is released before it actually takes effect if it hits. This means that once they start the animation it usually wont stop.
