I would gift my friend a steam gift card, but that's kinda lame and would require him to type in the code, then buy the cells himself. He wants the the classic Ghostface outfit, but he doesn't like buying cosmetics with real money. I'd like to give him some cells so that he can buy that or something else that he wants.

    This should be easy to implement and mean more money for the company so I don't see why not.
