Any plans to remove Perk Ranks?

Just seems like it would be a decent change because (TL;DR at the bottom);

1.The Bloodweb grind has gotten more and more ridiculous as time goes on. If you wanted to get a new character's perks on the Killer/Survivor of your choice, it's at least 49 webs... If you want it on all killers it's at least 193 webs. Considering that, for a lot of weaker Killers, I would prefer to be focusing BP on add-ons, it'd be nice if I didn't have to invest so many points into getting the same Perk 3 times.

2.It negatively affects the perk balance and design. Some perks it barely matters. Alert? I can see the Killer for 3 seconds or 5 seconds, who cares, I know where they are either way. Agitation? 6% to 18% is huge, you might as well not bother equipping it until you get your hands on Rank 3. Discordance? Guess I have to avoid it in the bloodweb (If possible, since it can be unavoidable at lower levels) since it actually gets worse as you rank it up.

And then you have certain perks that have a decent power, but that power can't be incremented so some number just feels slapped on. Franklin's makes you drop items. But you can't rank up dropping items so, uh, I guess the items lose a tiny amount of durability? Unbreakable lets you recover from the dying state once. Well, we can't have each rank let you recover from the dying state 2 or 3 times, so... how about you recover faster too? Hex: Third Seal blinds every survivor you hit... but then we don't have a number, so how about the crappy ranks only blind 2 or 3 people at once? I just feel like the perk design process would be much less restrictive if it didn't need to follow this RANK 1 < RANK 2 < RANK 3 formula.

3.We've already seen a few examples of Perk-rank homogenization... It's been a while since the Plague update, but we saw BBQ get a rank-independent, +40m range for it's aura reading, Kindred consistently gave all info when you were hooked across all ranks, Devour Hope went from Rank 1 not even giving Exposed to consistent effects across ranks... Distressing, Pharmacy, Wake Up, Monitor, Thrill of the Hunt... it seemed like there was a genuine sentiment on the dev team of "Wow, having these perk ranks drastically affect how strong the perk is seems like a bad idea." So I just kind of figured that would naturally lead into the idea that Perk Ranks, in and of themselves, are a bad idea.

To clarify, the idea is that the perk you would unlock in the Bloodweb would be equivalent to the current Rank 3 perks. So basically just removing the Rank 1 and 2 variants of every perk from the game (With Discordance maybe getting an adjustment).

TL;DR- It takes a ton of BP to grind out all perks since the roster of the game gets bigger and bigger with each update, certain perks are drastically affected by their ranks while others it barely matters (Or in the case of Discordance, the rank up is a nerf), some perks feel like the number incremented by rank is just slapped on as an afterthought, and the 2.6 (Plague n' Jane) update showed the devs were clearly interested in homogenizing perk ranks on several perks, which would lead me to believe that at least some people on the team would think that perk ranks in general should go.
