orange perks from PTB
If I unlock an orange perk , making it available to all other killers during the PTB from the killer in PTB , after the PTB is over does that unlocked perk still remain for the other killers ?

If you mean does this unlocked perk in the PTB transfer over to the LIVE game and stay unlocked for other Survivor/Killers? No, any progress from the PTB, as said before, does not cross over. It doesn't matter what it is, it'll not cross over.
If you mean when you leave the PTB and than return, will it be unlocked for all Killers? No, the PTB takes a previous save file from about a week prior and uses it as a copied save file for that PTB. What this means is that any progress from that PTB, once the PTB ends, will no longer exist when a new PTB is made. One a new PTB is made, it takes a week old (give or take) save file and uses that as the save file you play on in the new PTB.
In a short and sweet answer, no.
