Developers keep disappointing indiference towards Legion
They got so much feedback about his problems (especially about his 4 seconds stun), but they keep ignore them, their Frank's Mix Tape and Stab Wounds Study which are incredibly disgusting.

I think they do at least a bit. Some time ago there was a thread called "Legion QOL changes" with like 100 ways of fixing the Legion, and devs (Penaits) responded to it. So they are probably thinking about some Legion changes, they are just very careful, slow and sneaky about it.

Legion is no meme, look at clown and bubba, especially bubba: On rush killer that never got a single change since its realease

And bubba still gets more 4ks than legion from what I see. Clown as well.
Clown can actually pressure and end loops. Legion just follows them and stuns themself or goes m1.
Bubba has an insta down charge, and punishes altruism. Legion hits everyone and then, takes a stun, or follows in m1.
