Like @FireHazard stated, it is likely that the PTB version has it's bugs addressed and is most likely fixed by now. And more likely has already been sent to Playstation and Microsoft for certification (Which takes about a Week or Two). And will be on Steam/Windows store around March 3rd same as the Xbox and Playstation store if there has not been any complications with the update.
But also like @MandyTalk stated take all this information with a grain of salt because anything is likely to change. But, in previous DLC's expect the DLC to become live within 2 Weeks of the PTB.

I would prefer more accurate answer, but I guess this is start.

After every PTB's launch, BHVR gives a 2 week rough estimate for players to prepare for the LIVE version.
This Chapters rough estimate is March 3rd, so it's either on March 3rd or around that time. If everything goes well, it should be on that day.
