Second Wind and Inner Strength are unnecessarily complicated
There is no good reason for Second Wind and Inner Strength not to activate while you are broken. With more temporary broken effects coming to the game, it only makes sense to be able to use that time to cleanse a totem or heal someone while broken. Obviously you should not be able to use them while broken but it makes absolutely no sense that you can't activate/charge them.

Since you cannot be healed, it wouldn't heal you, simple.

Agreed. Inner Strength is a really fun perk to use, but it sucks to be limited in your perk usage (basically).

I actually didn't know these perks were prevented from charging while Broken. That's actually tragic, and it takes a lot for Inner Strength to get my sympathy due to how strong it is normally.

Broken effect actually prevents them from procing even when you've already activated the perk before becoming broken. I think this is a bug but don't know when it was introduced.

I think that the perks not procing while broken is totally how it should be. After all, you can't get healed while broken so of course the perks shouldn't heal you. What bothers me is that you can't fulfill their requirements while broken.

Vote Up my idea for description changes to these two perks.
Second Wind: Heal Survivor - Get Hooked - Insta heal after x seconds after being unhooked.
Inner Strength: Cleanse Totems, Hide in Lockers, Get Heals, ???, Profit!
