I think DS is fine, but I have an idea to make it better
So the major complain of some people is that although DS is an anti tunnel perk there are some moments where it becomes the quite opposite. For example repairing a gen next to the killer just to hop into the locker as soon as the killer turns to them. Or the classic: hooking someone else and still getting stunned.
I personally rarely encounter this or at least know how to deal with it as killer, but I can see where some frustrations come from.
My idea: make the timer different.
For example, the timer should go slower if the survivors runs (survivor is actually trying to escape and not get tunneled) and make the timer go faster if the survivor stays in one place (survivors repairs a gen, jumps into a locker or wants killer attention on purpose). This would also break the deadly DS+Unbreakable combo since staying still to recover for unbreakable makes the DS timer tick down faster.
The timer would vary between 30 seconds by just standing still, in a locker or repairing and 80 seconds if the survivor is actually getting tunneled and chased right after the unhook. These are just random numbers tho, I'm totally open to discuss the timer. It's just a 1st concept to get the idea across.
Additionally I would add an iron will effect for some seconds to encourage the survivor to use this valuable seconds to escape.
I personally think it's neither a buff or a nerf, just a QoL rework.

Too many downsides. With this, now i will no longer know exactly how long they have on their DS. Now i can wait out the 60 seconds if i keep a mental note of when they were unhooked, but with this, i have no idea and i'll be forced to wait the full 80 seconds.

NO! It's already BS in certain cases and with the OP's suggestion it would be even more BS
Let it stay how it is, but let deactivate if you start working on a gen, hop into a locker and be fully healed

I've had games where all 3 remaining survivors had DS active at the same time. How exactly do I avoid that by 'not tunneling'?

I know, that's why I personally don't have any issue with it, I never tunnel on purpose. But I see some complains about specific niche situations so I thought this rework will shut it down and fix it.

The people that make the most fuss about DS are the ones that tunnel. They just won’t admit to it.

60 seconds is enough time to do three quarters of a generator - something most survivors will happily do instead of making distance, and healing up.
Especially with 1 survivor out of the trial, avoiding DS becomes nearly impossible without just letting survivors go - any time you play too well, you find yourself having to choose between survivors that have all been unhooked recently.
DS may help delay a tunneling killer, but it also serves to punish efficiency, and reward survivors for unhooking in the killer's face.
