Using For The People on someone isn't considered healing a health state? Why? I was experimenting with perks and it didn't proc the health requirement for second wind even though it heals a whole health state.

    Because "technically" it doesn't heal a state. It moves their state from one to the next.

    And i agree this should be changed.
