I'm confused about the power split.
So with DeathSlinger his Reel in hit will prog certain perks.
I was cool with this until something occurred to me why does this count as a basic.
When Pig's ambush or Legion's Frenzy doesn't.
Death Slinger has to use his power and then actively reel in people to get the hit.
In the same vein that pig has to Crouch and actively ambush to get the him.
Legion has to activate frenzy and lunge to get the hit.
So my main question is what exactly is used to determine what's a power based hit and what's a basic attack.
Why aren't Amanda's ambush and Legion's frenzy considered basic attacks or at least partial basic attacks but Zombie Mcree's reel in is

Scary cowboy is another weak killer, huntress shoots and it counts as a hit... any distance, over walls...

Not the point of what I was talking about. Honestly I don't know what huntress has to do with anything I just explained
What I mean is
Legion's frenzy
Amanda's ambush
Both hit you with their basic weapon their knife and Hidden Blade respectively when using their power.
This is in the same fashion of how the DeathSlinger hits you with his basic weapon the bayonet using his power.
However the Deathslinger can activate on hit effects yet Amanda and Legion cannot.
But considering you brought up huntress it makes sense that she could not activate certain perks as you can't even make the basic attack argument as she's not hitting you with her basic weapon it's an alternative weapon (the hatchets) same thing goes for Billy bubba and plague.
However Amanda and Legion hit you with their basic weapons whilst using their power but they do not activate certain perks whilst doing so whilst DeathSlinger can

To answer, here is my hypothesis.
As Amanda uses m2, she goes into the "ambush" state. She has a different animation and a longer lunge.
Legion goes into a "frenzy" state, causing his attacks to be given a "deep wound status" ability.
For Deathslinger, I believe he doesn't gain the status, but survivors do. They get inflicted with a hidden semi-exposed status affect, and it give you deep wounds if
1. The chain breaks and stuns the killer.
2. You hit them with a basic attack 1 second or so after he manually breaks the chain.

The answer is "because". Nothing more complicated than that just being the way they decided his power works.

I thought the answer was base speed. You want pig and legion to proc perks when using a killer power then make them 110% base speed. Likewise if you wanna take that power away from huntress or Deathslinger then make them 115%

It's because you're only using your power to reel them in and then hitting them with a basic attack after. The swing he does after a survivor gets close enough is your standard attack. If you damage them by letting them break out themselves, that counts as a power attack and is a different animation similar to Pig and Legion also having different animations for their power attacks.

I don’t think you understand that making Legion’s M2 a basic attack will instantly make him a Demon/ God Tier. Sloppy Butcher will be impossible to stop, they’ll stack STBFL instantly, Gear Box & Franklin’s will proc constantly, Hex Third Seal will be super strong, don’t get me started on Exposed Status Effects.

The exception of insta Downs you do know that how frenzy are used to work right.
It was only change of the most recent Legion change.
Literally saying they would be god tier is going way overboard even when it was a thing they were still pretty much bottom tier

Yes I do know that, I used to play Legion, Legion was stupidly strong and annoying that’s why they changed Legion

Legion was anything but stupidly strong.
Even hardcore Legion mains wouldn't consider they stupidly strong the most they would consider him is alright or mid-tier so I have no idea where you're getting there super early strong from.
Also considering they changed it for consistency and even in the Stream admitted that it probably wasn't the best idea considering it took away a lot from him I still don't know what you're getting that opinion from.
Considering it was only changed when they buffed their frenzy movement speed and vault speed which wasn't too long ago I'll run through each of the perks you mentioned.
1) sloppy butcher probably the only thing that you actually have a point with but even then no heal gen rush meta is a thing.
2) Save The Best For Last would mildly cut down on and I say this because honestly it's better on paper than it is in execution.
If you think it will be game breaking then you work really over exaggerating the usefulness said it would provide
Usually you'd be using frenzy so frequently that you won't be cutting that much time out of chases because most people injured already.
It would help on the rare occasions when people do actually decide to heal on the Legion which most people didn't refer to sloppy Butcher.
If you actually want to be more specific. Amanda, Demi Logorgon, Ghostface,Myers and Deathslinger can all utilise it better than Legion used to be able to
3) gear head is a terribly conditional and situational perk in its own sense trust me frenzy ain't going to make that any better. Honestly talking about it would be beating a dead horse at this stage
4) Franklin's Demise is super conditional and it is only good or relevant if survivors have items if they don't it's a waste of a perk. So no it wouldn't be popping frequently. That's like saying Iron Maiden will incredibly frequently with doctor it doesn't.
5) yeah I can't really take you seriously if you say that hex the third seal would be super strong. It literally will only get activated efficiently before it inevitably gets destroyed. If that's the case then breakout makes mettle of men an incredibly strong.
6) insta Downs have never been able to be triggered with frenzy not with Legion on release not after their rework and not after they were affected by the power basic split.
