Hex: Retribution
It combos with Hex: Haunted Grounds really well.
Mostly it's my favorite though because I think the others are all worse/slightly different variations of existing perks.

For the People, the only useful perk from this chapter, Off the Record is the laziest designed perk in this game and Red Herring is ok for what it does but I like Diversion more.
Gear Head does have too many conditions, one of the worst perks, Dead Mans Switch can be maybe used only twice and it's effect is too weak or can do nothing and Hex: Retribution could be better. (Like perma Oblivious until the Hex is actually destroyed so it's worth for being a Hex)

Gearhead
I honestly haven't even leveled my Zarina, I'm not a huge, huge fan of her perks in general (and I'm not the super bold DS, DH, OoO, wielding survivor who would like to use For The People) but I will say I might get some genuine use out of gearhead. As killer some of my favorite perks are ones that give me the ability to keep track of what generators are being progressed: #1 Surveillance, #2 Thrilling Tremors, #3 Discordance, and so on and so forth. So I think I'd actually get some legitimate use out of Gearhead.
Dead Mans Switch seems interesting, but from the few times I've used it appears to be very situational / condition heavy and it only grants you 45 seconds of time (or whatever precious time is left after you've pushed a survivor off a gen or they've left it willingly). So I'd have to stick with Gearhead
Hex: Retribution might synergize well with Hex: Haunted grounds though. I think it'd be pretty trippy for survivors to see three lit up totems scattered around the map and them wondering wether or not I've got Devour Hope, Thrill of the Hunt, Ruin, NOED, or something else up 0_o. When it turns out actually all three options are just bad news for them lol. Aside from this I think it's also a pretty niche perk

Hex: Retribution
Hex Retribution, Hex Ruin, Hex Haunted Grounds, Hex Devourer is my go-to on most killers these days. Ruin and Devourer force survs to cleanse totems, while haunted and retri punish them for that. This build is for late game but with stacking in early game, all i have to do is try to earn few stacks on devourer (3 - to give them all Exposed status effect) and keep 3 preferably gens untouched. With ruin its pretty easy.
And here is tricky part : if i finally get these 3 stacks on devourer them most survivors starts looking for totem. And surprise : they have 4 to 1 chances that they cleanse wrong totem. And what happens next? Slaughter as i can see them and they are for one hit. Its even more funny when they cleanse, i get kill thanks to that, hook another one, and i just walk away. They save him - oups, 1 stack more and i will be able to mori them all, but they are also so scared to attempt to cleanse another totem...
The worst possibly scenerio with this build might be situation when they cleanse ruin and devourer together, at the same time, at start of the match. Well, that would complicate things a little bit... but hey, 99% rank 1 survs do just gen rush and unhook rush (dont watch where killer go, dont try to sneak, just run across the map for free points from unhook) so it works :D

For The People is a very fun perk to use, and it is by far the strongest Perk the new DLC introduced.

I like the Hex but just for the synergy possibilities. Haunted Grounds can act protective, but can also be used by itself. Having a single aura read... meh, I'd rather run Bitter Murmur.
Second best I think is For The People, but hard to use, like new Sabo or Breakout. Can be fun play, but hard to make use of (and also not possible every game) and sometimes even screws you if you fail (which is not so hard to happen :) )
Dead Man's Switch is actually pretty strong when used correctly. Like with Prayer Beads or Class Photo o.O maximum value. Or combined with surveillance, BBQ, Tremors or something else so you know where you need to go to trigger the effect in time. Or with Ruin so you got the nice longtime regression... Or with Nemesis or Make Your Choice + Furtive Chase to make it trigger as often as possible... Love this perk
