On closer inspection, it looked like he hit the top of the hitbox above the tyres because the hitbox is slightly above the model's head. Same reason Huntress used to hit you over the top of gens even though you weren't visible until they enlarged gens.

He headshot you. The gun hitbox is really small thats why.
