Why Legion is either amazing or bad
I'm a Rank 5 Legion main.
Some games on Legion are actually a nightmare because you'll get aggressive red ranks who have dead hard and are good at 360s. Those kinds of Survivors just waste your time and try to get you away from their teammates so you get gen rushed. However, other games feel like a walk in the park and I'll get Survivors that are easily mind-gamed and go down quickly. But they're still Red rank survivors. So what makes that difference? (hint its not SWF)
Legion's power is amazing for tracking Survivors, so the people with more passive playstyles who are used to avoiding the Killer and gen rushing get punished really easily. My theory is that the Survivors that aren't used to getting chased and get their points from Objectives and Benevolence get rolled over despite being the same rank, because their skill isn't winning chases. It's immersion.
So yes, I've gotten many 4ks on full red rank teams. And yes, I've gotten no one on full red rank teams plenty of times. It has nothing to do with their "skill" and everything to do with their play styles.

Legion wants to spread physical damage, where spreading hooks is more beneficial. For such a melee focused ability, it doesn't contribute to securing downs or hooks.

I literally only 4k or 0k with legion but the stupid thing is that he kinda breaks the ranking system because you barely derank

If the Survivors hang around near each other Legion will kill them, if they separate Legion struggles.

Not gonna lie I totally abused this the first time I climbed to rank 1. The sheer amount of hits usually means your chaser and malicious are iridescent every single time, so safety pipping is quite easy, hell I remember getting pips on 1-2k's just due to the sheer amount of hits.
I won't throw a take in regarding Legion, I think he's a mediocre killer but I love him as both a Bloodpoints ######### and a guilty pleasure to play (who doesn't want to be an edgy teen with a knife once in a while).
The more interesting point you bring up is different survivor types at red ranks, and you are 100% correct. I tend to see three archetypes when I play killer at red ranks.
- The gen rusher - Usually a Claudette or Meg, has sprint burst, does not get in chases unless absolutely forced, looks to play immersed with stealth and just hold M1 until the game is over.
- The clicky - This is the designated distraction for SWF teams, or just a really strong looper in solo play, he plans to run the killer as long as possible and keep them distracted while counting on his looping ability to keep him safe. Will have dead hard 100% of the time and will usually bring a flashlight for blinding. Often will follow the killer around for flashlight saves if not being chased.
- The medic - Similar to the gen rusher, this is usually a Claudette with a Med kit who will be seen most often doing unhooking and healing of the team, particularly in SWF play. They may be competent loopers, but not always. May not bring an exhaustion perk.
I always find it fascinating how survivors can get to even Rank 1 without having to master the entire survivor kit, while killers have to master every aspect of killer to a certain degree to do the same.

Try maintaining or gaining rank as pig if you get a head pop it usually hurts you more than it helps

Lol, this actually happened to me. I gave somebody a party hat put them on the hook. After they got unhook, the first box they tried was the one near my totem. They did the box while I was chasing somebody else, but it didn't have the key but they did see the totem. After I hooked the guy I finally downed. I went over there because I saw a survivor near my totem. Checked for a while but didn't find anybody. Then the guy on the hook got unhooked so I went back there and heard the totem break while I was looking for one of the 2 at the hook. Turns out the key also wasn't in the next box she checked and she wasted too much time to get the totem so the trap ate her and it killed a crapload of my malicious and chase progress.

Unfortunately you will just get people who have never played Legion enough to understand them calling them trash without any evidence. Anyway back to subject:
I'm a Legion main as well and they do pretty well even against them good teams. You just need thanatophobia. Of course there is still them teams that will steamroll your ass but almost no killers can win against them.

Legion sucks and has basicly no power. Also swf doesnt mean they are automaticly good. I met alot of swf teams that got demolished by me very fast and hard, honestly I rather play against a swf than a 4 random game cuz most of the times the 4 random game will go by even faster, they will just try to rush you and at the endgame they sometimes let someone die on the hook and just escape.

Legion has mobility and can injure multiple survivors quickly. Biggest issue with him is that his power is largely useless against injured survivors. You can still use it to get to a gen quicker or in some cases catch up to a survivor with sprint burst but you cant down anybody with it. I dont think he is as bad as people say he is though. Mobility is a pretty big plus for any killer.

Yeah this goes back to the god awful emblem system. Devout in particular. At least with malicious and chaser you can possibly get enough on the other three survivors to make a pip, but if you don't get every single hook you possibly can, it's probably not happening. Mainly due to the fact that the last survivor is either escaping through the hatch or can only be hooked one more time as there is no one to save them.
It's the same issue with Mori's, which is why I'm very dubious when survivor mains claim they see Mori's every single game. Sure some people run them to have fun but most of the time if a player is actually trying to rank up they will not because a kill, while a nice boost to BP, is a loss of hook actions and a tanking devout emblem.
This is why I've always maintained I would give up Mori's in a heartbeat if that means survivors give up hatch keys.

I solo as survivor most of the time and have a build for each of these styles.

There's quite a bit of truth to that.
There's also the fact that Legion is designed around using easy Deep Wounds and Injuries from Feral Frenzy to buy themselves time to actually get downs via their plain M1 chases. If the survivors manage to recover faster than you can Deep Wound and Injure them then you're probably going to 0k. If they can't, you'll end up slowly grinding them down and killing everyone.
It's just kind of the nature of Legion to either 0k or 4k and almost never get anything in between outside of hatch shenanigans.
