Question about Design Contest 2020

Hello!

I am very sorry if I'm writing this in the wrong forum category, but it's literally my first time on Dead by Daylight forums. I have a problem: I want to take part in this year's Design Contest, however when I checked the PDF files with rules I found a sentence that says "The Contest is open to participants residing in the world excluding Quebec, Brazil, Cuba, Iran, Italy, North Korea, Russia, Sudan, and Syria, who have reached the age of majority in their province/territory of residence or older at the time of their participation"

Does that mean that if I'm from Russia then I can't participate in the Contest?
