Perks in my bloodweb that I haven’t unlocked
Hi I’m wondering if anyone could help.
My Bill is level 9 I haven’t unlocked his teachable perks.
I have a level 40-45 meg, Dwight and Claudette that all have his perk unbreakable.
I recently started playing again after a year break and got Steve to prestige 3 and haven’t seen unbreakable once.
When I look at Bills info and perks it says I definitely haven’t unlocked it and haven’t bought it from the shrine.
Was it given out for free? I don’t understand why a few of my survivors already have it but I haven’t seen it with Steve, not sure whether to level Bill to 40 or if it will appear in Steve’s web eventually even though it’s not unlocked?

I'm guessing you play on Console, if you do... Than you're suffering from an issue that a lot of returning players face in the Console version. For one, Bill was released to the Console version awhile back, this brought an issue where some players have to re-unlock his teachables again BECAUSE he was fully released for the Console version. Since Bill being released starts him off at Level 1, this also makes it so that his teachables were reset as well.
So in turn, the teachables from Bill that you bought on the Shrine of Secrets are now void. You either need to get them back from the Shrine again OR unlock them through his level 30, 35, and 40 blood-webs.
There are a few holes in this answer though, for one... You might not even be on the Console version, which would in turn make this entire explanation above pointless. Second of all, it seems you didn't buy these perks from the Shrine beforehand, so it's odd that some of your Survivors have it unlocked. My theory is that you don't remember buying these perks from the Shrine, and since the Console version released Bill afterwards... It reset them and requires you to unlock them again as a result.
Regardless if you're on PC or Console, you need to re-unlock these perks to have them show up again. You can tell if they're unlocked or not by going to the "Character Info" section and look at Bills Bio. When at his Bio, you can tell if they're unlocked when a check mark is next to these perks. You can find the "Character Info" section by going to your Survivor Menu (aka Pre-Match Menu for Survivors) and looking for "Character Info" under your rank and Survivors level.

This makes sense, thanks. I play on PS4 and never bought Unbreakable so I guess I levelled a few characters up before Bill came out and that’s why they have his perk already. I’ll just work on levelling him up, thanks for the help :)
