Increasing the personal repair speed penalty to 15%, from 10%, is a joke.
The only thing this really changes is the time it takes 3 or more Survivors to repair a generator, which isn't the problem. The problem is that two Survivors can repair a generator in about half the time. Adding a flat (for example) 40% decease to personal repair speed, no matter whether it's 2 or 4 Survivors would be perfect, because it would make 2 Survivor repairs slower, while still making 3 and 4 Survivors repairs faster.

I really don’t think you want to penalise survivors for stacking two on a gen too much, or you’ll open an entirely new can of worms. Which feels worse: losing one gen to three/four survivors early game, or losing three gens because the survivors knew to split up?

The problem with the gens is when survs split; it's why the shroud of separation is such a low-tier offering.
