What causes this?
Here's a short clip of the game, the real issue is at 0:15
I had a fine ping, no issues before this in the match. This was my first time going down/taking a hit this match, so I don't know if this could have happened before my incident. The first hit seemed to connect fine. I know this is kinda "normal" in this game and has happened to me before couple of times, can someone just remind me what causes this?
EDIT: also I'm aware of the latency issues, but like I said this was my first time getting hit + earlier when I was chased I managed to get a stun normally so it can't be latency, right?

Either you or the killer desynced from the server. You can tell by the fact that he was stood where you would have been if you had kept running forward, rather than where you actually went. But this doesn't necessarily mean that either of you have internet issues.
The game on his end was still using the data from the last ping that he received on your inputs and then the game decided to favour him for the outcome of that period, likely because of 'favour the shooter'
This could be a number of issues, including the killer's own internet, but likely not tbh. They could also be using a VPN (cheating, basically, but probably not going by the start of that chase) which makes latency issues and desyncs much more frequent, though.
In short: the servers are horrendous. :D

It favors killers by that I mean if it looks like the killer hits you on their screen it will connect

with perfect servers and connections hits like that wouldn't happen that's why lagging as the killer can sometimes help you

The thing is, I wasn't lagging at all before that hit. I didn't get hit through windows or pallets, it was just that one hit that was totally off. If it was latency, I'm sure i would have gotten hit atleast on vaults.

Yes! I googled more about desyncing and seems like that is exactly what happened. Thanks for the answer!
