Perks in bloodweb
So there's 1 thing I still haven't figured out yet. When you have a rng perk in bloodweb, let's say it;s bbq and chili. Do you have to get tier 1 in order to get tiers 2 and 3? Or you can just skip getting tier 1 and wait for tier 3 to show up? Also will getting as many perks as possible increase your chances of other perks popping-up in bloodweb? Or is it all completely random? It seems to me with some perks that until you get them and "cross them off the list" they'll keep popping in bloodweb preventing other perks to be generated.

You have to get perks in order of 1, 2, then 3.
It should be all RNG with spawning, but many other people including myself also do notice that if you have a certain perk that keeps showing up, it will be there nearly forever until you get level 3 of it. The perks are also affected by the rarity just like add-ons. You are more likely to have a level 1 bamboozle spawn in than a level 3 BBQ, because the first one is only uncommon, but the other is very rare. Again, keep in mind that you would have to already have level 2 BBQ to get that.
