i've already made a post with this argument on reddit and still have no idea if it's a bug or if it should be that way.

    i'm a killer main and not up-to-date on survivor issues.... BUT i'm gonna guess he can probably only blink twice before going into fatigue.... maybe there are add-ons that allow him to blink more. i dunno.... :D
