I CURSE THE BLOODWEB
I just leveled mikey to level 50, and all I wanted was to get monitor and abuse, which should be easy enough as yellow tier perk.
ABSOLUTELY NOT. I have 6 tombstones, 7 fragrant tufts of hair, 4 scratched mirrors, 6 tombstone pieces, BUT NO FRICKING MONITOR. I CURSE YOU ENTITY, AND YOUR FOUL BLOODWEB

Yeah the RNG of the blood web can be really annoying when you are looking for just 1 perk.

Rarity doesn't affect the perks you get in your bloodweb. It's completely random. If you want to increase your chance of getting M&A make sure that you buy tier 3 perks as soon as you can. For each time you level up another perk to tier 3, the total pool of perks that can show up in the bloodweb goes down by 1 and thus your chance to get the specific perk you're after goes up.
