Teachable Killer Powers
I think it would be cool if when you get a killer to Prestige 3 Rank 50 their power would become teachable. It would add another level of incentive to reaching that AND spreading out and playing other killers. Imagine Freddy whipping across the map using Billy's chainsaw, or Michael popping up behind you using hags teleport.
To be clear, you pick a power, not multiple powers (freddy gives up teleporting and dream snares for Billys chainsaw and running speed). Also, obviously, terror radius would be tied with the power instead of the character to keep things balanced.
It would also add a little depth to the game while increasing the skill cap on survivors a little (theyd have to pay attention to what the killers doing instead of who the killer is).

By the same logic, why are perks teachable? What's the difference?

The difference is that powers aren't skins.

I didnt think about the animations. Aside from technical debt I'm not hearing why it's a bad idea. Anything implemented requires work.

Why is that a problem? Survivors are skins and thats not an issue, why would this be?

Survivors being Skins is already kinda boring, especially because a new Chapter only gives a new Skin and 3 useless Perks to Survivors.
New Chapters for Killers should not be the same.
Let alone that you would need to create animations for every Skin and Power. This will not be possible for licensed Characters (I doubt that the LIcense Holders will be happy when Myers starts drawing in Mud or Freddy starts using the Chainsaw of Leatherface). And some would simply look outright stupid, the Devs designed Hag the way it is because her Power fits her appearance.
It would look stupid if Oni would have Hags Power, for example. Or a small Killer like Freddy Onis Power.

Tbh it'd be neat if survivors had tiny abilities, but that'd reduce diversity of survivors.

And they could have made the perks tied to each character. They could have made items tied to specific characters, they chose not to. This too is a choice, I get the powers being iconic, thats why it takes a lot longer to unlock. You'll also notice too that the perks are tied to tge characters personality, they are traits of that person (Ante Up because Ace is a gambler). So why is one a good idea and the other a bad idea? Saying its a bad idea doesnt automatically make it so.

I actually think it would liven up tge matches a bit as it would add a little something to the beginning of the game.

The licensed bit might be spot on. Im not a lawyer and am not privy to their contracts so you might be right about that.

So what about addos, animations, sounds, killer using other killer's power? But I wouldn't mind seeing clown in feral frenzy just for the lols.

I mean: I'd kill to play as Huntress with a Chainsaw, throw Hatchets as Pig, or see a Nurse setting bear traps everywhere, but no.
Powers are designed expressly for a single Killer to use. This idea would take so much work to implement and it would cheapen the game overall by making Killers into just skins.

There's also the flaw of killers playing only short killers to gain an advantage at loops so they can't be seen, it's flawed, sorry.

It would not be a great idea, considering issues such as advantages like @Poweas explained; the sheer amount of work to have all Killers develop different animations that may result in clipping, glitches, etc.; and finally it would just result in some silly animations. Imagine The Pig spewing out Plague bile, The Hag going balistic with Bubba chainsaw, or the Oni crouching and peering around corners to stalk.
Nice to see you putting suggestions up, but sorry this would be too flawed.

Because perks are a methodical approach to a situation.
Abilities are inherent powers that a single entity has access to.

I don't see the license holders allowing Nightmare to only place Bear Traps.
Or have Cannibal use Demogorgon's portals and Shred.
Or have Pig ring a Wailing Bell to be cloaked.
And with so many licenses in the game now, i highly doubt they'd work on this.
Not to mention the many technicalities like FoV height differences, kill animations, etc.

I would like to have Spirit phasing with Evil within 3.
I would like to have the Shape stalking while cloaked with Wailing bell.
I would like to have Clown can throw hatchet that cause smoke on contact
I would like to have my Trapper can put reserve traps on already trapped Survivors.
