No. I found actually.
"x0.15: multiplier added to all Benevolent points gained inside the Basement"
So you gain bonus points for everything done towards benevolent emblem inside basement.

No. You just get a boost in benevolent emblem for every saved survivor, even if it wasn't you the one who saved them
