Monitor & Abuse Abuse.
So, I've noticed a trend with smaller Terror-Radius killers using Monitor & Abuse to get a better drop on survivors. This isn't a bad thing, since the perk is designed to do so. However, when a killer such as the Deathslinger has a 16 Meter Terror Radius and an 18 Meter range for his power, that certainly calls into question the fairness of the situation.
The Huntress' lullaby at the very least cannot be manipulated, like The Nightmare's, and allows for a fair fight in the event of her approach. The Deathslinger not so much. (I know this is an old gripe but hear me out). The Shape also can reduce his already abysmally small Terror Radius to just 8 Meters when in tier 2 with the perk. In my eyes this is less unfair compared to the above example but still pretty hard to counter sometimes.
In my eyes, Monitor & Abuse is simply too helpful for small Terror-Radius killers because of the flat 8 Meter reduction/increase it provides... so what if it was instead a 25% increase/decrease to the Terror Radius? 25% is a good number in that it makes a noticeable difference, as any lower is pretty negligible. 25% of the standard 32 Meter terror radius would be the flat 8 of Monitor & Abuse for a regular radius killer such as The Doctor or The Trapper. A 24 Meter terror radius is dropped to 18 Meters... not 16 like a flat number, since 25% of 24 will result in a 6 Meter reduction. I think that this is a fair solution since it would make sense that an already stealthy killer would have reduced benefits but still yield tremendously, as 18 Meters is still quite a difference from 24 but not as staggering as 16. Then there's The Shape, whose tier 2 terror radius is 16 Meters, quite small enough. With the proposed changes to Monitor & Abuse it would reduce by 4 Meters, resulting in a tiny but still semi-manageable 12 Meter Terror Radius.
Ultimately, it is totally possible to play the game as it is with Monitor & Abuse, but it is definitely a skewed scenario when the Killer can reduce their presence so tremendously with no true downsides. In my eyes a percentile reduction would be perfect for balance. Sorry for the long read its just a thought I've had on the matter, what do you think?
(Also I believe this has been broached before, but I swear this is a topic I've considered for a while when MaA was being used on the Hag alot and such.)
TLDR; Monitor & Abuse being a flat reduction is too good for small terror radii, maybe do a 25% reduction instead.

This is true, but survivors can also bring key add-ons, OoO, Spine Chill, Premonition, and many other things to combat Monitor.

Or use their eyes

True, but its still a matter of balance. It's like how when Quick & Quiet was too powerful at tier III when it reduced vault/locker fast vaults by 90%. Too small a radius and too much of an advantage. This proposed reduction takes into consideration all those perks, but it ultimately is a question of what is truly healthy to the game.
And to answer this... weird question... I'm rank 3 to 1 as Survivor typically and rank 10 - 5 killer.

I personally agree. I don't think Deathslinger's TR should be able to go so small. Especially since he has add ons that shrink it even more.
At least Huntress has a permanent 40m lullaby.

On Deathslinger monitor is pretty dumb but everything about that killer is so honestly I don't care about it at this point. His TR music definitely needs to be changed if anything. I never thought I'd see someone complain about monitor on Myers... why would a stealth killer have a high terror radius?? He has nothing that helps him in a chase in tier 2 he's essentially a man with a knife. And so many people are running spine chill and object right now that monitor's TR reduction is almost pointless.

As a solo queue survivor I never have an issue against monitor and abuse. Was just wondering your rank for research purposes lol, it makes the game more exciting when you are unsure of something like if the killer is close or not

Can you phrase this in terms other than "fairness?"
Does it require a perk from the survivor to be less troubling? Sure, but that's the downside for both killer and survivor - they're spending a perk slot on this mechanic. If the survivor happens to take one of a list of perks, then M&A becomes irrelevant. This seems to be fair.
So why is this an issue of fairness? It's not unfair for a killer to be stealthy and survivors have single-perk solutions.

true^^ a lot of surv run spine chill nowdays
well its not easy to be exakt inbetween 16 and 18meters from a survivor, so I guess its a rare case. But if he has sight on you, you should have sight on him as well due to the 3rd person view.

This entire proposal hinges on finding the Deathslinger and Michael Myers to have unfairly small Terror Radius. And I personally, do not.
I hate to break this to you, but they're both designed to be sneaky. They wouldn't have add-ons focused on reducing their Terror Radius further if they weren't.
So instead of nerfing a perk for the Killers it benefits most, why not play the game with the thought in mind that "this Killer could be a Stealth Killer" and keep your eyes peeled and ears peeled or get surprised?
And if you hate the idea of getting surprised, like I do, just run Spine Chill.

Quick and Quiet never reduced locker or window actions, it reduced the sound only. The only real strength was that there was no cooldown on it, meaning you could effectively fast vault everything untill the killer got in a 8-ish meter region of you. Nowadays there is a 100% sound reduction no matter how far the killer is(which is stronger than the old one in close combat), but you can only use it every 20 seconds(which forces people to slow down a little bit if Q&Q isnt up).

I feel like QQ is always up for some survivors. 😎

I meant to say sound, not the action speed XD and yes it's 100% but with a cooldown. Initially it was at all times 90% and it wasn't an 8 meter range it was so close the killer had to almost be in Prove Thyself range (roughly 4 meters). It's far more balanced compared to then.

Oh yes, because a survivor can use their Blood Amber while on a generator completely unaware that the Deathslinger with M&A is about to drop on them.
Sarcasm aside, small/no terror radius killers are the reason I dropped Self Care for Spine Chill. It's amazing.

I'm surprised you didn't mention his addons that can reduce his terror radius even further while he's aiming. At that point, he's practically got no terror radius. Either way, addressing the whole "fairness" part of the post, I don't think it's exactly "unfair." It's not all the time that they're going to get a map with a lot of line of sight blockers, and the Deathslinger is pretty tall so it's easy to see him coming if you're in a decently open area.

I agree, Spine Chill is amazing. The second that sucker flashes, I urban evade to cover. Saved me many times.
I am also jealous you can give up Self Care. I play mainly solo and can't bring myself to replace it. I've just seen too many aggressive players that never want to heal or too many chickens trying to lay eggs in a bush.

For all reduced TR killers, what is their movement speed?
If I remember right, they're all 110% speed so the time it takes them to cover the distance that m&a reduces is exactly the same as it is for 115% killers.
The distance is different, but since they move slower, the reaction time required is the same as normal killers.
I might be wrong though, I'm just going off memory.

I let go of Self Care last week.
I've been a Rank 1 Survivor and I barely just let it go. =/
I'm bringing a Medkit every match instead of a Key. If I die, I'm just accepting it now.
0 -
Why? He gets one shot before a reload, and he's 110% movement speed. He needs the drop. Huntress gets five shots, normally, and has much better range. She doesn't need the advantage.
1 -
I bring in Plunderers instead of medkits or keys. I often find keys in chests when I do, and I stash them in a corner of a map so the Killer doesn't tunnel me to death. If the match goes south, I head to the key and look for hatch.
I don't know if I could ever give up Self Care. I would like it to become base-kit instead. It would be a buff/nerf to solo (depends on whether or not your teammates are potatoes) and a buff for Killer since it would promote people to rush gens less. I doubt it'll happen.

I ran Plunderer's for 3 days after 3.7 patch and I didn't get a single key.
I think there was a Shadow Nerf to the perk but I'm not convinced. Maybe I had terrible RNG for 3 days straight I dropped the perk and just ran my normal build instead.
I thought I couldn't let go of Self Care either but I'm finding myself needing it less and less now, but I MUST have Iron Will equipped lol
Try it with a medkit, A Purple Med Kit with Charge Addons, it's how I tippy toed away from Self Care.
Now I'm out of Purple Med Kits.

What do you mean abuse?

Yeah, I was confused, like, I used to run Q&Q a lot back in the day and never had increased speed. And yes, it was a lot stronger. If I had the game knowledge back than that I have today, I could literally have looped killers all game with no problem.
You'd be surprised how many killers run QQ tho. Dont know how they get it either.

Deathslinger has addons that makes his terror radius smaller when aiming anyway.
0 -
I bring spine chill in almost all my games as survivor so i don't have a problem with it.
I'm also extremely alert and constantly check the surroundings for moving crows so i know that someone/a killer is coming.

You have Spine Chill and he has to aim with a smaller FOV and at a slower movement speed to get the reduction... I don't see how this is a problem.
