Deliverance should work as the last survivor.
So from now on everyone dies if they all sirvivors are in the hook and in the strugle phase because there is no way anyone can escape feom that point. And that’s cool. But if you’re the last one on hook and it’s your first one, why on earth you get robed of using your perk? Or even just your koby chances? That’s just mental. Make it so even it the other potatos are dead you can still delivrance at least.

Lets picture a scenario where this would apply.
You jump from the hook and... get stabbed.
Because the killer stood next to you waiting for the struggle phase. Because why wouldn't he?
But aha, you have ds... oh wait, the killer is waiting on top of you for a full minute.
But aha again, you have unbreakable. Well, the killer is still right on top of you.
But triple aha, the gates are opened, I can crawl to it. Then you better have ds because the killer will grab you. If you do, congrats, you're the .1% and dedicated at least 2 perks to a very rare situation.

Seriously, "It might not help you" isn't a reason for a perk to just stop working for no reason. Besides, those exact situations are the best kinds of circumstances, the super unlikely rare outcomes where you managed to pull off something really unbelievable to escape.
What reason is there for Deliverance NOT to work in those situations?

Not always. When im the killer I usually wander off and look for the hatch in the meantime. Or go kick a pallet or gen for more points. I've had a few games where I was making borderline suicidal plays because I had deliverance up, and then my team all leave out the exit gate before I get hooked and I never get to use it.
But if it was exclusive to deliverance, it would be too telegraphed.

It stops working for a reason: the game is over. If you make that perk work, killers would also know that, stand in front of the survivor and wait for it. Allowing the survivor to just waste a minute of everyones time.

Wery rare=possible. Therefore taking away the chance is pointless. And even if you fail you might just got the points for your pip so....

I meant its not for just deliverance but kobying in general. The killer wouldn’t know if you have the perk or not. And even if you get smacked down there is always DS. And as a slug you can still crawl out the gate or try to use the hatch which if get closed you might get your adrenaline. The game is far from over at that point.

The killer has nothing else to do once the last survivor is hooked. Knowing just about the possibility of a self unhook would just give them the reason to stare you to death. And regarding DS, it was already mentioned that this would just lead to an extra minute of timewaste. And if you want to spend 3 more perks for this rare situation, assuming that you have all conditions met, then you also have to expect that the killer will not hook you near an open gate, so you wont reach it in time before DS runs out, not next to the hatch. And even if you get up with Adrenaline, the killer is right behind you, you won't get the door open. And if it is already open, you already triggered Adrenaline.
It is AT MAX one of 200 games where you might experience such an escape. And taking this as justification to cause hundreds of games where the killer just stares at you for a minute, because the survivor decides to waste time doesn't work. That would simply be bad for the health of the game. Stuff like hatch, EGC and insta sacrifice was implemented to avoid the majority of annoying and time consuming scenarios, this change would be a step into the wrong direction.
And regarding all these "if's" I would say "far from over" is not the right phrase to describe the situation

It's very, very likely over, but since when is it a good idea to just start disabling perks because, "Eh, probably won't matter."
What's the line on that, exactly? Should we start disabling other perks when we think that the game is, "Probably over"?
Besides, like I said, it's exactly situations like this that can be the most memorable and exciting. Denying it because, "Probably won't work" is a shame.
Hell, as a killer I've had a final survivor Kobe and escape. I figured the game was over, so I just stopped paying attention to the hook and started spamming my power for some extra Deviousness points and HOLY CRAP WHERE DID THEY GO?...aw, #########.... 🤣

It is a good idea since 99% of all other cases it will lead to time wastage. As I said, hatch and EGC is there for a reason. You could argue about these as well, and it is the same answer: time wastage for a scenario occurring with minimal chances. It is not "probably won't work" it is "with a probability bordering on certainty"
I know that these situations are memorable, but do you really want to buy that for the fact that half of your games end with a minute of staring contest? The situation you described wasn't even what OP described. In your situation the survivor apparently wasn't the last survivor or he couldn't attempt the kobe.

The game is over at that point, why do you wanna waste everyones time with this?
You wanna use deliverence? Then get hooked while someone else is still alive. That's what it's there for, so you can take a hook for your team without needing to be saved by someone else.
The amount of time this would waste is waaaaay too much compared to the tiny chance it might make a difference.
Pipping as survivor is already super easy, there's no need for this.

Doesn’t mater in how long you say the same thing. As long as there is a chance it should be given. Your point of wasting more time of everyones (the f...k? Its only the killer) time is absurd. And no. As solo piping can be quite difficult at red ranks.

I have no idea why you think the survivor wouldn't be wasting time aswell. Also, wasting the killers time like this is a dick move. They are people too. I'm sure as a survivor you don't wanna get slugged for 4 minutes, don't do a similar thing to the killers and pretend you have the moral highground.
I only play solo and can't avoid getting into rank 1 before rank reset... it is super easy. As most players will attest to.

The only time this would be an issue is if say, survivor A is on their first hook phase, and then the second to last survivor, survivor B, is hooked and let's say it's their third hook actions. Now, only survivor A is left, and they're on the hook. If they aren't in the struggle phase yet, they will remain in phase 1 until they hit struggle phase, even as the last survivor. In this case, the perk still works, why not just use it and get off the hook after the killer runs away?
On the other hand, if they allowed the perk to continue working, you would have to be in hook phase one, so if you're the last survivor and hooked into phase 1, and the entity doesn't take you, the killer would know you have deliverance. So they would face camp you until you use it, or enter struggle phase, where you would just be sacrificed.
The only thing I could see working is to make deliverance fire as soon as the last survivor is hooked, so long as they're on hook phase 1. But, at that moment they unhook themselves, they would die. Sure they could use decisive strike, but the killer is only stunned for 5 seconds, which only gives the survivor 20m of distance from the killer, or 26m if they have sprint burst equipped. There would be scratch marks leading to them, even if they hid. If they just flat out kept running, it should only take the killer a minute to catch the survivor.
In the end it just gives the survivor a slight chance to escape, but a really great chance at meme-ing or trolling the killer.
Also, at that point, maybe the entity is just done letting failing survivors continue to fail. The odds of escaping in these circumstances are so so so low. I can't say it'd be unfair if it worked, I just think survivors would abuse the hell out of it to do negative things.
