Noed does not need a nerf but i'm getting tired to see literally every killer use it
At every rank,noob rank 20 killer?noed,rank 10 killer?noed,rank 1 killer?still noed,its like every killer thinks,omg i'm gonna use noed,ez win,noted its the perk survivors hate as much as killers hate ds,with the devs nerfing overused perks in the past like the did with hex ruin,I really hope they will tweak both of these perks out,the main difference betwen noed and ds,is that noed is a free perk,you dont need any dlc especially not a licensed dlc to unlock it or get lucky in the shrine of secrets

To be perfectly fair, that can also be easier said than done. If you're going up against a good killer with multiple slowdown perks-- especially on a map like Lery's with unsafe loops and very hidden totems-- stopping to cleanse five totems in the middle of the game is more often than not going to get you killed.
Granted, that's not always the case. Sometimes people will complain about it in spite of having ample time to cleanse the totems. In that case it's completely on them.

I don't use it :(
I found that survivors usually cleared it before I got to use it. At best, I'd get to use it once before the survivors realised it was in play and then I'd lose it.
Just not worth the spot for how little I ever got to use it (same reason I don't use Ruin).

I only use it on Clown, even other weak killers can do well enough to not have noed.
That said its a good perk thats counterable

There's perks for that. Unlike NOED, perks like Small Game and Detective's hunch work all game, and have additional effects besides making totem hunting trivial

its a perk that punishes gen rush
it's a strong perk out of a sea of weak perks

"Very" is "very" subjective in this case of totems being hidden.

On another scenario though i could cleanse 4 totems in solos hoping the survivors got the last 1 and then boom at the end i get hit by noed. I did my job and even more so by cleansing 4 totems but the other survivors couldnt get one last one. (Whether they just didnt care about it or if it was hiding in a sneaky place)

I never run NOED, because I don't want to be permanently stuck at 3 perks just on the chance that maybe we get to endgame and it gets me one extra kill or something.
Rather just kill all of you before we get to that point.
