Updated graphics means older PCs wont be able to run it?
Because old laptops (like mine) already have a hard time in low res....

There are minimum specs for a reason.
Sure, it sucks. But that's how games are. Get a new laptop, or build a tower.

If you're playing DBD on Old Laptops, you probably were not going to get a smooth experience in the first place.

Its possible sure, but I don't think it would serve them well as a whole if they didn't keep making the game look better. Other games launch all the time looking for the attention of gamers, and its kind of expected in the PC world at least that you can only play so long before the upgrades need to come.
That being said, I do feel for you. I know not everyone can afford to update PC hardware all the time, but there are some good budget options out there that can up performance.

It's an ever evolving game, of course it's graphics are going to get better, and if you are relying on minimum requirements to run a game - then obviously you are going to have to upgrade when that happens as well.
It's not a scam, you're choosing to play a game at the bare minimum requirements.

That's also my hope. I can run better looking games, so let's see. But dbd is running on lowest possible settings and the framerate is OK, 30-40fps, but it shouldn't be lesser than that
