I wonder what's the point to send survivor to the cage?
You can not control where did they go to,so although it took you less time to hook a survivor it would be harder for you to delay survivor by the hooked guy.
And then i find the answer.
It can ignore DS.

To be fair it cause you can not use PGTW too.

I don't think they were "creating a new killer to counter" DS. I think it just naturally became a counter to DS because the way his cages work isn't the same as hook. You don't get use out of any perk that would be used for unhooking, on either side, whether that be Make Your Choice, Borrowed Time, Blood Echo, Decisive Strike, BBQ, etc.
I haven't gotten my hands on the PTB (mostly because I like to watch videos until the killer hits live and actually play the real game before then) but after watching Scott Jund's video about his first impressions on the killer, I believe I remember him saying that it's something that you'd usually want to use in a situation where you'd want to slug somebody. I'm guessing this is because it's a much shorter amount of time just banishing them through the bloody pool on the ground and then chasing another survivor rather than picking them up and dragging them to a hook before chasing another.
I don't think these cages are going to be as big of a deal as people are saying, and that's from somebody that almost never uses "second chance" perks, except for the times where I have a certain challenge I need to complete or something. I never relied on DS or BT or anything to get out of a situation being unhooked, and yeah it sucks not having those perks available when I need them, but I shouldn't really notice a difference personally because I try not to rely on crutches.

DS is balanced. PGTW and BBQ are balanced. Use cages at your own risk. I like it.

It's crazy to think that they would make a specific killer, 1 of 20, to counter exactly 1 of 80 perks. It's not a counter when the game's roulette wheel is that big. You can't reliably counter anything in this kind of environment.
The cage skips all "on hook" effects, and more importantly it saves pickup and transport time. Time is the killer's most precious resource, and I would guess that this would open the Executioner up to some good, aggressive play.
