A question about rank.
Hello, I am a console player. I have been playing dbd since late 2017. I took a 4 month hiatus and came back a month ago. After rank reset, I climbed up to rank 8. I have found that I am stuck at this rank because of the gen rush, DS, deliverance, 99% exit gates and borrowed time. Do you find rank 8 to represent me as a bad killer? I have been getting very stressed about this recently

The game is in a state of unbalance - ermh let me rephrase.
The game has been in a state of unbalance since release and has fluctuated between many questionable choices. Ranking doesn't work half the time and people are being matches with everyone.
My point is don't let DBDs ranking system determine your "skill" as DBD ranking system doesn't understand what the word means.

Like even rank reset let me fight other survivors. Before rank reset i was rank 8, i only fight red ranks. After rank reset i still fight red rank.
As you can see ranks doesnt matter

Yeah, in one of my killer matches I was put against a rank 20, and all the other survivors were red ranks and of course the only one to die was one of the red ranks and the rank 20. It must feel bad as a rank 20 to not be facing white or lower green rank killers.

I would say you are slightly above the average killers at the game. So no you are not a bad killer, it is probably that you are still inexperienced at the game. I think the problem you have is that you don’t get fast down and lack attention of the gens around the map.
As a killer it is simply impossible for you to control all the gens around the map. However, you can force the survivor team to do gens far away, so that they can 3 gen themselves. Every map has a layout on how far/close gens will be. So by knowing the gens that are the furthest away, you should allow the survivors to do. Otherwise you will be stuck in a situation where you will have no control over the gens.
Playing as killer is very stressful mainly because you are playing against 4 people by yourself. If you find yourself stuck at the rank you might need to either improve on your gameplay such as trying new builds, other killers or watching gameplay of people like Otz.

Leaving aside the fact that the ranking system is pretty heavily flawed and doesn't reflect player skill that accurately, being rank 8 doesn't mean you're a bad killer, it just means you're not the best killer in the world, and that's completely fine. If everyone were Rank 1 in terms of skill level, there would be no point in having ranks at all. Purple rank is actually not too shabby at all - you may not be the best killer, but you're still pretty good.
The focus that the community, and to an extent the game's design, places on rank, and particularly the way pipping after a match is normalised, has caused a lot of people to think of pipping as a basic requirement for success in a match, and therefore to feel as if they've failed somehow if they don't pip. The truth is, all pipping means is that you're improving your skills. Not climbing ranks doesn't mean you're performing badly, it just means you're performing to the standard that would be expected of someone at your level.

Don’t y’all love doing two gens then getting chased and still depiping? This is why I don’t try to get to rank one, cause it’s almost virtually impossible now
