Will Susie and Joe classified as legendary after the Silent Hill update?
They are different characters after all.
Or they'll remain the same just because their character "pieces" are attached to the body section only?

Probably not. They technically already have different animations so the only thing they’d really add is a different voice but that’s not worth the price legendary outfits are going to be.
Maybe when legion finally gets a rework they’ll hopefully add more character to everyone and make them unique.

Probably not. Legendary skins will likely cost more then any other rarity. You also won't be able to customize legendary skins, unlike Susie and Joey.

Legendary Skins are Characters which are not in the game, but you can look like them. Susie and Joey are in the game, The Legion are 4 members, and those are all in the game.
Also, if they would become Legendary Skins, their Sets would not be able to be mixed with other Cosmetics. Which would be kinda bad, especially because some people might have bought only Pieces of it to mix them with other Cosmetics. And it would be a bad Move if someone likes to play as Frank, but wants to use Joeys Knife, would not be able to use it in the future, which means they spent money on something which cannot be used in a way they like to do it.

I like to Play with my Food a little, saving them so I can Bamboozle people. Sometimes I have to work with Cruel Limits to get them to work, and that can be Distressing, but I can get Fired Up and make it work. : )
