I bought the nurse one for the new surv thinking I could mix it, but it's either you use the full skin or you don't... REALLY? I CAN'T MIX MY LEGENDARY SKIN with other skins?

That one was made clear by the devs for a while. Most other people have a problem with the fact that you can't mix and match cosmetics that are of the same character.

Well...It's a different character they'd have to make a Cheryl nurse outfit and use her animations to do that.

Are you surprised you can't make the Legendary skins with other skins.
Legendary Skins completely change your character it would make no sense for you to have Lisa's head on Cheryl's body.
However if you're talking about Cheryl's green cosmetic I have absolutely no idea why they are linked and I find it incredibly stupid

That’s literally how they introduced Legendary skins in the anniversary stream though. It was also written in the „news“ part in-game (at least for describing cosmetic-sets).
but I guess they should make this visible in the shop before you purchase it since not everyone watches the streams and follows the news..

I think it's strictly for the fact that license holders want their characters to be portrayed as a whole, and not mixed up with other survivor parts. If I were to guess, this would strictly be for licensed characters only.

They have literally stated multiple times that Legendary skins will require all 3 pieces.

The Legendarily Skins should be locked sets as they change the character entirely but no reason why the base cosmetic pieces should. Almost certainly a Konami requirement.

The game doesn't explain anywhere that non legendary cosmetics are locked outside of that symbol. And the symbol itself isn't exactly easy to see to start with. The devs didn't even explain, that I can recall, that there would be locked cosmetic sets outside of being a legendary.
Cheryl can't even put on a pair of PANTS without them being locked to a full set. It isn't any better for PH either.

It;s LICENSED meaning they got an okay to put in more characters via skins, of course you can't mix them

Legendary cosmetics were always marketed at something that would change the character you are including model and animations.
It would make no sense that something like that could be mixed and matched.
I find it really wanted that people would come to the conclusion that you can mix and match them.
However Cheryl's green cosmetics and debatably her purple should not be locked. They have the same character model and the same character animations it makes no sense as to why they can't be customised outside of Konami says no

Funny thing is it’s not a different character. Either through a bug or just pure laziness the Lisa Skin still has the Cheryl Nametag in lobby and the same voice. Not exactly the different character you might be hoping for.
