When perks like Thrilling Tremors, Dead Man's Switch and Suppressed Alliance summons the entity and blocks the generator, does Hex:Ruin still damages the generator gradually while being blocked? I've heard from some people that it doesn't damage the generator when blocked……

Blocked gens stop regression until they're unblocked. So if Ruin is active, that gen will not be affected until it is unblocked.
