Not receiving more BPS through 104% offering

I got 28k BPS in that game and there are 2 offerings with 104% and all i get is 37k ?

Same thing happened to me, two games in a row.
4 of us in a round, 3 used cakes - 3 people got the bonus and 1 didnt. Happened 2 rounds back to back.
