Pretty simple.
Raise the status effect recovery speed from 20% to 35% so for example tier 3 exhaustion perks cause you to be only 26 second exhausted.
Raise the range where it affects allies to 20 meters from 8 Meters and make it persist 30 seconds (previously 15sec) when out of range.
Also make it affect broken status effect so it can be used with perks such as deliverance, second wind and for the people.

I think for consistency reasons point 2 is not an option. And point 3 is a pretty strong addition, so not sure if point 1 would be necessary then to make the perk viable

Just allow double recovery when crouched and half recovery when running, like it used to be
