suggestion: SWF = mori
A lot of players, both survivors and killers, don't like moris. They're OP, and they feel like a cheat, but they're also pretty cool, and fit with the theme of the game. There's a lot of discussion on these forums about whether or not they're fair, but I think we can all agree that the amount of discussion means that there's not a consensus that they're fine as-is.
Meanwhile, SWF with voice chat IS a cheat, but not one that the devs have any control over. It is extremely frustrating for the killer -- and against the spirit of the game -- for survivors who are in constant voice contact to coordinate their actions through the whole match to run circles around and essentially "bully" the killer. Getting rid of SWF altogether is really the only way the devs could address it, but SWF is a very popular feature and getting rid of it would upset a lot of players (especially streamers) and be bad for the game.
So! Let's combine the two! Mori offerings go away, and SWF gives the killer a free mori for the match instead. 2 SWF players = cypress mori, 3 SWF players = green mori, and all 4 players SWF = red mori.
SWF players go into a match knowing that the benefits they get from voice chat are being countered by the killer getting mori for free, and they run the risk of getting moried, especially if they're jerks and antagonize the killer. And the killer gets that mori in their arsenal to use if they're being trolled, but at the expense of the better emblems and BP they would miss out on by killing survivors early. This would, of course, give killers a mori against SWF players who DON'T use voice chat, but that's a risk those players will knowingly take to play with their friends, and if there are more than 2 SWFs on the team, it seems likely that those 3 or 4 people are already using voice chat to coordinate playing together. And if there are only 2 SWFs, then Cypress Mori isn't that big a deal anyway.
This would not affect "kill" perks/add-ons like Devour Hope and Tombstone; they would remain the same.
I don't think this would be the silver bullet that fixes all the problems with SWF and matchmaking, but I do think it would help.

This is even again just punishing 95% of bad swfs. This is a game where people want to play with their mates and have fun. All this would do is say to swfs "hey we need to run sweaty perks and play sweaty incase we get moried". I personally don't want to run sweaty perks everytime I'm in a swf.

I am a sourviver main, and to be honest, I sometimes play swf with people I don't talk to, because it is better to play with people that actually do generators, not like some of those trolling survivors out there, so how should the game know if you are talking to each other or not? That would be unfair if you would get punished for nothing.
Especially how would it be fair for all of those lil cute solo queuers, that come into a Lobby with 3 swf, they also could be moried.
And to be honest even killers without a mori have pretty good chances to get a 4 k even against a swf team. It is harder, but is more than possible especially because most of the time if it is a 4 swf they try to safe each other pretty hard, and don't do gens most of the time, because they try to tank a hit etc. and die because of that.

Swf are so powerful not only because of voice comm, but more because of all of them know how to play.
You really notice it when playing surv, solo que is just a disaster most of the time on all ranks.

Clearly, the only solution is to make the amount of SWF = the amount of killers in the trials. 2 swf gets 2 killers, 3 gets 3, 4 gets 4. 4 survivors vs 4 killers in a trial, 4 vs 4 with communication on both sides and 16 perks on both sides. This is the fairest and most balanced solution possible.
