I don't think power bars are the way to go when dealing with reworks.
There's a time and a place for a power bar, specifically when a killer has a pretty much OP ability (Think Oni) and instead of having something ok at all times, he gets a limited but thrill rushing point in any game where he can straight up become OP, without really being OP.
Billy is not one of these killers.
This may only be my perspective, and I'm sure many others will agree/disagree, but his base power is not considered OP due to the counterplay that exists will billy that simply doesn't exist with Oni. This is why oni has a power bar and billy does not. I think that therefore, he doesn't need a basekit powerbar.
I know there is a time and place for these bars, but I believe there is a line between something needing a bar, and something not needing it at all. We've seen this before with Nurse, which while not entirely universally condemned, made Nurse buggy, more unfun, and a great deal more difficult to play (saying this from a perspective of someone who's played her since she released). Before the only outcry was her addons, and for billy it was similar. Engravings and instant saw were seen negatively.
Thing is, with the case of billy almost unanimously people think his basekit is completely fine. The percentage of people who don't like his base power are small in comparison to the percentage that think it's in a good place (I don't have statistics, but this is an inference based on over 4 years of gameplay and actively participating in community discussion even on the steam forums).
Instead of addressing what is (most likely) the majority's issue, you've been doing extra work. While in many aspects this is commendable, I think in turn you are hurting yourself more than doing good for the players.
And now that this hard work is done, I don't expect someone who worked on these ideas for potentially weeks to be very complacent with just tossing the ideas away. They worked for it, they don't want to see their idea tossed into a garbage bin. But even with this struggle, we need to face reality and do what should be done, instead of what we liked to have done.
It's happend with Nurse, and now it's happening to billy. No one asked for it, yet now that the work has been done it's highly likely we won't see these changes reversed no matter what is said about "The PTB not being final."

EDIT: Also we should note that billy now makes a growl sound when he goes into sprint. This is a change which is somewhat pointless as it only limits his ability to mindgame curves. A survivor should need to predict if there is no LOS as to if billy is going to saw, and I can see this being a huge detriment in very high level play where billy needs to predict what a survivor is going to do in order to get a down. Survivors don't need to have this amount of info on a killer, they already know he's revving.

We will have to wait and see. From the pattern so far, it works great when the killer has side abilities.

they're trying to omologate every killer, so that baby players don't get too confused (for example they changed Myers T1 not being detected by spine chill). When they nerfed nurse it was obvious how they would have nerfed billy. I'm just happy they didn't slapped a 20 seconds cooldown after you land a chainsaw, which it was my biggest fear.

It could've been worse, but I wish they'd stop overdoing most of their changes and focus on what is the real issue at heart.

I don’t really understand the issue with power bars. There’s nothing bad about them. Killers like Oni and Plague have them because their secondary power is more-or-less an “ultimate” ability that would be too strong without a power bar. That’s what “snowballing” is.
That’s exactly not how Billy’s power bar works. It’s more Pyramid Head’s Rites of Judgement if anything. Like, “you can do this, but can’t do it forever.” It’s (appears to be) less of a hinderance than a bazillion other people are making it out to be. If it overheats, then it overheats. However, if it’s gonna have a cooldown, it shouldn’t be super long unless there’s a way to stop and ventilate it or something. This 18 seconds I’m hearing about is pretty long...

I agree with you, there isn't anything wrong with powerbars in themselves. As I said in the post, they allow the devs to implement a power that would be too strong base into the game without it being too overwhelming. Oni is a perfect example of it.
The thing is they are putting it on powers that really aren't at that level of power. I get what you're saying when you say "you can't use it forever", but billy does need to be able to rev his chainsaw for a long period of time due to needing to mindgame/curve on certain tiles. They diverted resources into something that most people (even the devs themselves said they were happy with billy) are fine with the current state. His addons for sure caused some issues, like engravings. If they stuck to the main problem and not have tried to over correct there would be far less outcry than what there is currently.
Powerbars have a time and a place, but I don't believe billy is one of those.

Yeah, the method in which power bars and cooldowns have been introduced recently is not cool.
Perhaps you don't agree, but why does Pyramid Head have a recharge gauge on his power? It's not like instantly refilling the entire gauge is going to give any players any benefit past annoyance relief. Players only use his power in small bursts anyway unless they just want to draw lines and not participate in the rest of the game.

I am inclined to agree with you on why does Pyramid Head have a power bar. He has a limit on the amount of trails that can exist on the map, and the power bar doesn't affect him being able to use his ranged attack since even at 1% you can activate the power and click to hit.
It's just weird.
