Killer Concept: The Sound
The Sound(Richard Quil)
A Killer only relying on his ears and his metal sounding pipe. Banging the pipe against the ground/ walls/ and even survivors give him temporarily vision by echolocation. Instead of Heartbeat his alert sound is Banging pipes from a distance until it gets louder to a survivor.
Echo-Location Ability: Whenever the Killer moves around the sounding pipe brings out a small vibrations around him that gives out flashes of objects around him walls/gens/doors/windows/ect. When he melees the walls/ground or survivors the vibrations is expanded tremendously and gives vision longer. Whenever a Survivor is running/grunts of pain within 3-5 meters of him he has the echo-location revealed onto that survivor. The pallet drop by a survivor is also revealed to the killer for couple seconds showing their aura.
Mori: As He bangs his pipe to the survivors head repeatedly as he walks closer over them he slams his pipe through their body as he steps over them.
His Personal Perks, Lingering Chase, Disorientation, Come My Pretty - As He hits survivors they lose control of their senses. As the Sound continues with long chases that becomes bad effects to the rest of the Survivor Team.
Story:
Richard Quil, The Sound, was a rockstar musician in a small town that do cover songs. He and his band were praised in their hometown, when the day came of a music competition in a tri-state area. Him and his band had to come up with their own material. A agent was hired to help them with their image, when the agent told them to find a gimmick to get the crowds excited to be there. Richard found himself wandering to a junkyard and discovered metal pipe to have good sound to them, he grabs a couple of them and brings them back to his band and tells them they could use them to do some kind of rally noise for the stage, they all agreed to it. As they entered the competition and won couple rounds Richard began to act differently, he wanted to win and even cheat against the other competitors. His band mates kept trying to convince him that they did it for fun, Richard wanted more, fame and glory. As they entered to the final battle and did a metal pipe sound off to get the crowd pumped, they performed amazingly. As they won he felt empty still he wanted more. Richard then left the band to pursue a solo career so everything would be him only. As he was raising to fame he came across people who disliked him and his music. One night he brought up one the people who didn’t like him to his hotel room, alone… He tortured him with his music and banging of his metal pipe onto them.
Teachable Perks:
-Lingering Chase: As the chase grows longer and longer, the more bloodpoints you receive with each ‘Bloodlust’ gained.
Tier 1: 2% More Blood Points By one Bloodlust, 5% More Blood Points by Two Bloodlust. 10% More Blood Points by Three Bloodlust and continues to gain points until the next hit. Only Applies to One Survivor for Only One Chase.
Tier 2: 5% More Blood Points By one Bloodlust, 13% More Blood Points by Two Bloodlust. 17% More Blood Points by Three Bloodlust and continues to gain points until the next hit. Only Applies to One Survivor for Only One Chase.
Tier 3: 10% More Blood Points By one Bloodlust, 15% More Blood Points by Two Bloodlust. 20% More Blood Points by Three Bloodlust and continues to gain points until the next hit. Only Applies to One Survivor for Only One Chase.
-Disorientation:When the Killer lands a hit on a survivor their vision gets slightly impaired and Senses of movement control is backwards for a short time.

-Come My Pretty: The longer you are in the Chase you gain BloodLust quicker and The rest of the Survivor Team Receives a mini penalty of actions by Tiers.

For Disorientation, I would suggest keeping the blurred vision but remove the inverted movement since that would be a bit much. An alternative idea would be have the hit survivors be deafen as well and would remain till healed. This would be another variation of Sloppy Butcher while being it's own perk.

From what I read the killer doesn't actually have a power. You just have weird echo location vision. Which if they actually did it right, would be pretty cool. But that in and of itself isn't a power. For instance, what happens when he activates his ability button?
An example of a power for a killer like this might be that he screams. When he screams, a cone shape 15 meters in front of him that will pass through objects appears. Any survivors caught in the scream will have their vision turn into the same as The Sound for 10 seconds, only their ability to perceive objects is diminished. (The Sound can "see" 20 meters, Survivors effected by his ability "see" 8 meters) This would make running away from the Sound much more difficult.
For the perks, Lingering Chase is too weak and frankly pointless. Disorientation is overpowered. After landing one hit, you are almost guaranteed to land another. Come My Pretty is too complicated. From what I gather, the longer you are in a chase, the survivors not involved in the chase have their action speed reduced? I like that concept, but I wouldn't tie it to bloodlust. Bloodlust is easy for a survivor to break. They just need to force the killer to break a pallet and it goes away. Something more easy to understand and balanced would look like:

The more I think about it, the more I REALLY like that concept.

Lingering Chase would be a farming perk. Depends on how well you use it.
Disorientation with impaired vision would be good

That is a bad ability. A killer's ability needs to help him catch survivors. Just finding survivors isn't all that hard since you'll find them naturally as you patrol generators. Once you get down to the last survivor when you are racing to find them before they find the hatch it might come in handy, but if that is all the power does then that won't happen very often with this killer.
