Wait. they are nerfing billy?
Initial Response: REEEEEEEEEEE
After reading and watching the developer update: Oh that doesnt seem that bad. Depends on how fast the heat builds up while actually sprinting, and how fast it cools down.

The problem with the nerf its all the billy who use the chainsaw aggresivly around a loop when the rev it up for 4 or 6 seconde before they let go. But for the billy player who use the chainsaw to traverse the map in one go this nerf dont change anything for them.

Nerf looks good honestly. Billy is such a strong killer, nerfing him just slightly won't do any harm, especially after the map reworks. If we do actually get that new early game phase in a future patch, top tier killers will need some small nerfs anyways, in addition to a nerf to camping and buffs to solo survivors.

Yea survivors need the game even easier for them

Yea, I pretty much had the same thoughts. People are complaining a heft amount for such an insignificant change. As you said, it depends on the numbers, but the overheat meter seems to fill up reeeeeally slowly while you're actually sprinting, to the point where it's not going to overheat often just from one sprint. Even if it overheats while you're sprinting, it still allows you to continue the sprint until completion.
It's like, the only kinds of Billy players I imagine this ever affecting are the ones I personally find annoying: the ones who do absolutely nothing but just backrev you and just chainsaw, chainsaw, chainsaw, chainsaw, giving you no real room to breathe due to the fact he isn't punished for missing really. A Billy that actually knows how to hit his chainsaw the first couple times isn't going to be affected, and Billy's mobility isn't going to be hindered, as far as I can tell. Only the ones who like to treat Billy like an infinite T3 Myers.
Again, this is just speculation from the leaks we've been given, but from the looks of things the overheat while running is very slow and shouldn't punish you just for wanting to run around, and it doesn't seem to fill up fast enough to screw you over as long as you're committing somewhat to your chainsaws (and not just forever revving/only backrevving like some Billy players.)
