Sorry, this probably sounds dumb but I've just gotten DBD Mobile, how do teachable perks work?

  carry your character level to 20, 30 and 40 respectively

  yh the mechanic is different to pc and consoles

  So after I level them to the respective levels they just have a chance of being available in the other character's levelling rewards?
