You're essentially running without a power in this case. If you chase them it takes too much time because you have no traps and there are 3 other people doing gens. And ofc the best runner on the team has the flashlight and DS.
Trying to use traps as bait is difficult or impossible because the flashlight range is so long that they can destroy them over at least a pallets worth of distance.
This isn't an uncommon scenario either. This is happening regularly in green ranks and up. So idk what to do. the idea that a killer has to run away from 1 guy with a flashlight seems silly, but my power is essentially being disabled by 1 person. It's particularly bad if I'm found early in the match.

Theres not really a clear answer to that. It's better now that you can trap mid-chase, but still annoying. You can either go for them and try to mindgame-trap loops as they're running, or you can ignore them and let them waste their flashlight on loop traps instead of hook traps.
I usually ignore them. Eventually they'll step too close to a trap while trying to flashlight it, giving me a free hit. Faking trap placement can make them waste their flashlight faster or or catch them in a second-guess game (did he fake it or place it?). Usually what happens is I'll down someone else, fake a pickup by faking a trap, then smack them when they move in for a flashlight save.

Flashlight range needs a nerf. It's, like... 20 meters. I ate a hatchet at an exit gate and suicided basically to test the range, and it's pretty broken.
However, I recommend using Monitor & Abuse and ignoring flash-fag all game. Yeah, Hag is slower than average, but you have to remember that the flashlight guy is literally doing nothing all game. You need to use this to your advantage and hunt others. If you chase someone else, and the flashlighter is following you, that's already 2 people not doing progressing the game. It might be hard to get a pick-up if they don't go down near a wall, but just injuring someone is enough to keep them off of a generator until they heal. If this is a frequent occurrence, I recommend bringing Sloppy Butcher, and possibly NOED, Dying Light, or Remember Me and trying to avalanche the late game.
Alternatively, try to use line of sight to your advantage, to turn around and hit the person with the flashlight. If you injure them, you can tunnel them to death if you're not behind.

Place traps during chasing them. LolK two birds with one stone. They will not be able to see it and they will use up their flashlight0

I just play normally, with constant pressure and perks like sloppy they'll waste their battery removing traps before the gens are done. And some traps will still catch them off guard0

The flashlight eventually runs out, and they would be kind of dumb to waste the flashlight on those traps instead for saving people of the hook. Wait em out is all I can think of lol. But survivors that do that are just trolls. Best you can do is ignore it honestly.

Its the same as any other killer. Those guys usually play SWF with lower ranks, try to identify the weak spot and tunnel him to death. You can also use him as hookbait for the DS/flashlight guy to come to you instead of following him through the loops.
This is how DBD is played. If there is no weak spot in the game, you might aswell DC

Step 1. Waste time spamming traps as they waste flashlight charges
Step 2. Use Franklin's Demise to destroy the flashlight as most folks use an item up almost completely then saves the last 1-5 charges to keep the item when they escape.
Step 3. Revel in their rage as they likely DC in a pathetic attempt to keep their flashlight.1 -
I usually ignore them, but pretend I'm not if I see them doing something I don't want them to do (like healing, generators, totems, etc.)....I'll chase them for a bit halfheartedly but actually be keeping an eye out for other survivors. I like to waste the main flashlight/rainbow coat survivor I am meant to chase's time as much as possible.

I won't offer a answer as others have pretty much said everything I would have said, but just remember if someone is following you then they have 1 less person on generators. I'd advise starting a chase on 1 of the generator survivors so the person with the flashlight either A: has to take over generator duty and therefore won't see new traps you set down right away or B: they will still follow you meaning you now have 2 people not doing generators.
No real easy way to fix this problem.
