So why did they change Billy?
I know that there are already many discussions on and off of the forums about the Hillbilly nerf but the devs really need to reverse some of the changes. His addons definetly needed a rework but some of the new addons are pi**takes. As for my take on the addons I'll list the ones that are bad, good for old and new billy and just good for new billy.
Bad - Iridescent Brick (can be good on very open maps but for the most part really hard to use), Lopro Chains (speed limiter and a gimmick), Tuned Carburetor (it can be usable but the decreased movement speed is just awful), Black Grease (great stops chain blinding, I guess looking up is really hard), Leafy Mash (a bit of a gimmick but it's probably usable), Mother's Helpers (helps you in a situation that almost never occurs and you don't need help in it), Big Buckle (situational monitor I guess), off-brand motor oil (survivors listen for terror radius not chainsaw generally), Speed Limiter (2 speed limiters?), Heavy clutch (not worth it to remove even more steering)
Good (new) - Pighouse gloves (allows you to backrev), Punctured Muffler (if ya screw because of the unnecessary nerf to the power don't worry, this addon's here to help, a bit), Junkyard air filter (if ya screw because of the unnecessary nerf to the power don't worry, this addon's here to help, a bit (yeah I copy and pasted))
Good (old and new (doesn't have to be addons from old billy)) - Thompson's moonshine (this is either good or bad based on personal preference), Doom engravings (good for curving (if it still exists) and you become sonic), Low Kickback Chains (good if you are not good with your chainsaw), Death engravings (worse version of doom engravings but still good), Dad's Boots (decent but also based on personal preference), Steel toe boots (worse version of kickback chains but also good if you are not good with your chainsaw)
So basically with this change there are 9 good addons and with old billy there were 10 or 12 good addons depending on whether you thought the mangle and repair speed addons were good.
In conclusion, the change the devs should have done is changed the rarities of the addons and replace the bad addons if they felt it was appropriate. This would be a slight nerf to billy but a justified one and one that makes sense.

BHVR excels at nerfing killers that don't need it. And even when nerfs are justified, they go overboard.

they have a problem of "if something is buffed, something else gets nerfed". Plus they rather have the penalties be more extreme than advantages (because they don't want to face the wrath of survivors). It's a flawed system. I guarantee that other than fixing some bugs, nothing will change. it's less of the devs asking if the upcoming update needs changes, and more of devs showing off what WILL go into the game.

They changed him (gave him a complete overhaul) because they were happy with where he was at.

There have definitely been people that do think Billy needed a nerf, and I can definitely understand. Of course some killer mains will go overboard with a change like this, just like some survivor mains went crazy because of the map changes.
I think the idea behind the nerf was too limit the chainsaw usage of Billy just a bit, since it is so powerful. Yu can traverse the map with the chainsaw insanely quick and you can just insta down any survivor that you catch off guard, or even at loops if played right. I guess this nerf was supposed to help with Billy feeling so oppressive and being able to snowball like crazy. That and they probably wanted to decrease his camping potential.
However I do agree that this nerf on the ptb is too much. They need to tone the overheating of his weapon down to not limit him as much.

Because he's above and beyond the last outlier killer.
His power had no real drawback, no cooldowns, charges, no downtime. At worst, it's a minimal stun if you suck REALLY hard and hit something.
It allowed constant insane mobility around the map, on top of being a cheap one hit down. It doesn't even slow him slower than survivors while revving allowing you to rev indefinitely to wait for the slightest slipup by survivors and instantly down them.
Having a killer so far above basically everything else means that nothing can really be adjusted for killers as a whole without being ludicrous with Billy.
But people with just chant "BILLY MOST BALANCED" and think people don't actually see the issues.

I don't even use Billy, the emblem system doesn't like my insta-downs xD
same thing with trapper, his traps don't count towards any emblems either... just negative.
same with spirit, survivors just seem to DC
^also true with nurse.
but if I play a weak killer so I can pip, I get bullied... #########?
