So they scrapped ideas in the past eh?
I know this topic has been done to death but I don't want the devs to think it was just an outcry at first, Billy still has been done extremely dirty. It's likely the devs are still being made fun of for saying that they'll only be making "minimal" changes to Billy's base kit, before nerfing him into the ground.
As a personal Billy main of 3 years, I can say for sure that I'm completely fine with them getting rid of crack-head billy, insta-saw billy, and drift-king billy, the add-ons just buffed him too much, but touching his base kit is incredibly dumb, even compared to the dev's past decisions. Any killer main or survivor main with half a brain could tell you that Billy's base kit was perfectly balanced, to the point where it should be the golden standard in a perfect dbd world, but his add-ons where the problem.
So the problem being, why nerf him? If everyone was only complaining about his add-ons and you were happy with how he was right now then why add the overheat mechanic? There was the talk of punishing players for not using his chainsaw efficiently but any Billy main will rev their chainsaw for quite some time to get the perfect curve, they're being the most efficient yet the overheat mechanic punishes them for it.
The one last thread of hope was that it's possible for an idea in the PTB to be completely scrapped, it's been done before so why can't it happen now. Some Billy's new add-ons are complete jokes but if they just tossed the overheat mechanic, I wouldn't complain about them.
However it's incredibly likely that some of you disagree, so that's why I wanna ask form all perspectives, fellow killer mains, fellow billy mains, survivor mains, and the dumbasses who think Billy was overpowered, do you think the devs should completely scrap the overheat mechanic or instead edit so that it doesn't actually drop him a tier and keep his performance where it usually was?

As a hybrid player I think they should keep the overheat but make it less punishing. There is absolutely no reason that a full charge to get to sprint gets up almost 1/3 of his overheat. And why does it cool down faster once full overheated? It should cool down faster when the bar is still red, not after it's turned white. Just reduce some numbers greatly and I think the overheat will be okay. Billy shouldn't be able to feather infinitely but he also shouldn't be gutted for playing efficiently.

I think some kind of overheat was needed, but my train of thought was around how he could camp indefinitely without a drawback. Same for Leatherface.
Addons absolutely needed to be reworked, no question.

I think that the overheat charges should be 150-200 instead of 10, and the cooldown period should be adjusted along side it, so It could be used as intended, to punish misuse of the power.

Yes, but it was intended not to go live yet. They have yet to add a mechanic to the PTB intended to go live, then scrapped due to complaints. I'd like to be optimistic, but this does not look like it's going away.

If the over heat built up WAY slower then it'd be fine. Punish them for missing saws or spamming it constantly. Not for trying to play the killer.

It is perfectly balanced, just because the majority of the killers are weak, doesn't mean a strong one is overpowered, it just means the weak ones need to be buffed. The chainsaw had plenty of counterplay, you weren't able to do that then you just need to get better at doing so, I'm far from what you could call a survivor main and even I had no problem looping your average Billy, and if a person mains Billy to the point where he's so good he demolishes me then I'm satisfied, any person should deserve to be able to do that if they spend enough time doing it.
If you're not gonna bother to read then leave, this is a discussion, not a complaint, I gave my stance with my beliefs as to why they're correct and asked for people's own opinions on the matter. I don't care about survivors who are so bad at the game that they complain about any killer as long as that killer beats them.

Honestly, I love that Idea, it actually makes me feel stupid for not thinking about it. Missing your saw causing heat to your chainsaw is a near perfect solution, it emphasizes to new billys that they need to land their hits and not carelessly use it as well as give a small window to survivors for a billy that just finished their chainsaw sprint to run away.

Devs use stats to determine what is too strong in the game. Billy has a better than 75% kill rate at red ranks. Thats too strong so they add a cool down so he can't use his power non stop. Just like every other killer. What may have seemed a somewhat balanced in the past no longer is after Ruin was changed and maps were shrunk down. Time for change.

You’ve probably never played Billy in the first place, in fact I’ve only ever seen you play survivor on Xbox.

Except that's just plain wrong, two things about that in fact, first thing you see for is the stastics of kill rates after ruin and doc changes, not the most up-to-date thing but I doubt there was such an extreme change. Billy has a 27% 4k rate, not the 75% you claimed earlier, and the devs wouldn't have said they're satisfied with how he is right now if he had such a high kill rate. Another thing, Billy of all people wouldn't suddenly become broken due to map changes, he was the map pressure king, it doesn't matter the size of the map but rather the shape that affects billy and with the change of ruin, it hurts billy more than helps so that doesn't matter either.

Smaller maps make them faster to traverse. They also spaced out looping tiles like jungle gyms even more creating more dead zones. Easier for Billy to travel. And I'll take some new stats but there is no reason to think his kill rate would have changed much from the 75% it last showed. Also the devs didn't say they were satisfied with how he played. They said for the most part. Meaning they weren't satisfied with some aspects. Namely his ability to chainsaw non stop all game with no down side. Thus the cool down.

If they don't revert him, they'll have another nurse on their hands, a killer so difficult and unfun to use that you'll never see him.
Making add-ons so useless to make survivors happy is also a mistake.

I think he should be reverted. He was perfect before. A decent killer who was simple to understand for both survivors and killers, he was the beginner killer for both sides, his addons made him a little stupid though. I think they should revert the changes and rework his addons again. Or we could just get rid of addons entirely at this point, but thats unrelated.

The overheat mechanic is a good idea, I think. But they were overzealous with how much heat is gained. It should go much slower, allowing Billy to get good use out of his power. Also, it shouldn't gain heat when you're not holding the button.

No the "for the most part" was add-ons, saying it's his base kit is stupid. Once again size does not matter, if he was able to get from one side of the map to the other in 8 seconds, then the map reduction reduced it to 6 seconds won't make much of a difference now will it? There's also still the fact that he gets stunned for a few seconds after stopping his chainsaw sprint, and it's easy to dodge when he's far away so there's still plently of counterplay, if he uses his chiansaw to catch up, then use the 3 seconds you got to start moving towards the nearest loop, if you still can't with that then it's not the killer's fault but map rng or your fellow survivors using all the pallets.

Yeah, sure no problem. If I remember correctly, crack-head billy is when you run both speed add-ons, which god-tier billys do. This makes it so that it's actually impossible to dodge a well placed curve, because they practically teleport to you. Of course this means they can't use their chainsaw normally in chase anymore as it takes like 5 seconds to charge up but you move all the way across the map in like 4 seconds and you can curve like no man has ever seen to make up for it. Since you might not know, hillbilly will have a few seconds after just starting his charge where he can move left and right extremely easily, which is the mechanic used to curve, since it's based on time not distance, running speed add-ons allows you to make much more dangerous curves than normal.

I think I heard it from a streamer somewhere and just assumed it was the name of the build. Might not be the community-accepted name but I like it more too.

That is speed Billy. Crack Billy is green engravings with tuning guide. You got faster speed, low cooldowns all while having a slightly faster charge time too. You could play him in a completely different way and it was ridiculously oppressive. It was also very very VERY fun to use, hence why it was called crack, because it was addicting and everyone used it.
