New Perk type, Mobility
This idea is mainly for killer as survivor mobility isn't really an issue.
The main problem facing a lot of killers is lack of chase ability and mobility. So many of these killers (eg Legion) will run chase perks to substitute the killer's lack of chase potential.
What if we made a new perk category, mobility?
There's so many ways you could integrate this, from teleportation to speed buffs. Say a hex totem that grants movement speed stacks upon each hook (something small of course).
I think we could re-purpose a lot of the trash perks for these types for new mobility related perks that can add value to killers that have no map pressure.
What do you think? Do you have any ideas for these types of perks?

"will run chase perks to substitute the killer's lack of chase potential." band-aid fix, we have plenty in this game, bloodlust, bamboozle, ruin and so on. We should integrate into the killer's role the chance to give actual map pressure and chase potential, not being tied to perks.

In an ideal world, every killer has some form of mobility that isn't just w key at 115%
But we're talking about a new form of perks, the issue of killers not having it base is a different discussion.

Anyone who's ever used PWYF knows just how big a deal even 5% movement speed is. This is NEVER gonna be a thing without some sort of huge downside or buildup.

That's why there's a wide berth so that you can implement these types of perks in many different ways. Remember we can use some form of teleportation to stationary objects (say lockers or gens).
It doesn't have to be movement speed, but if it was it would have to have major drawbacks, this I think everyone understands.

Teleportation is something I could see in a killer power, but not in a perk. You're not gonna see a killer like Oni squish into a locker so he can step out of one across the map.

Actually, a locker teleport perk could be a fun survivor perk. Probably with the cost of a huge cooldown, 1 time usage or something like that. Combine that perk with Head On and Inner Strength and let the fun begin. xp

That would just be HELL. Survivors already manage to quick and quiet mid chase into a locker for Head on plays, imagine doing it to just teleport across the map as a way of breaking chase.

There would need to be some serious requirements for something like that, like it takes 10 seconds of sitting in a locker to work and you cant do it within the killer's TR.

I'd take that.
I would swap out DS for it in my main build. Q&Q + Head On + Inner Strength + this perk 👌👌👌

I wonder how it would work for the locker you teleport to. Would it be a random teleport, or maybe it can ONLY teleport you to one of the basement lockers.

For each Dull or Hex Totem remaining on the map, gain a token. While not interacting with survivors, the killer gains 1/1.5/2% movement speed. This perk turns back on 10 seconds after no longer interacting with Survivors. Interacting with a survivor includes, but is not necessarily limited to: being in a chase, hitting one, carrying one, and stalking one.
What does this mean? Well it means that during the very beginning of the game, that Clown who just spawned in with zero map pressure and on the far corner of Ormond from the Survivors will be waddling towards them at 125% speed instead of 115%, which will be very handy. The cool down is 10 seconds so killers can't moonwalk to drop chase to get the speed for an easy hit. It would be easier and faster to just get bloodlust than trying to use this in a chase.

I imagine it would be a random locker that is at least X metres away from you.
Honestly I'd be happy even if the perk is 1 time use and requires like 10 seconds of sitting in a locker. (But allow it in the TR.)
It could be intriguing if it were to teleport you to the basement lockers only. I'd be fine with that too.
Ohhhhh I like that actually. Someone gets hooked in the basement -> basement too far? Lemme just teleport.
You might even be able to confuse a basement Bubba XP
