The act of not engaging so the game cannot finish is something which can be done h3nce its classed as a hostage situation.
This is why hostage situations are bannable as per the game rules.
Yes no one needs to dc but let's be honest after 20+ mins of not being chased or someone stealthing from locker to locker you would either give up or dc out. The situation is the same and why I said its not about the op DCing its about the act itself.

Not according to the rules and its why it is bannable.
Engaging in the game means actively trying to do the in game objective of gens or hooking/killing survivors.
If you do neither of those and prolong the game by a silly amount and it cannot end due to your actions then you can be banned.
GRIEFING: INTENTIONAL GAMEPLAY ABUSE
- Working with the opposite team to gain an advantage or grief teammates
- Targeting specific users repeatedly in order to ruin their game experience
- Holding the game hostage

This is understandable.
But I bet even you saw them intermittently trying to progress the game (even if it took a long time), not just outright hiding and not even attempting to get to the gens?
Just because there is the functionality to do it doesn't mean it is intended gameplay.
The automobile is designed to transport you from location A to location B. Driving to and from said locations is legal. Speeding is not legal, punishable by fine or incarceration. The car's design includes being able to go fast, faster than most speed limits imposed. That doesn't make it ok to drive too fast when there are rules for how fast you should drive in every location (even on the Autobahn in select areas).
This game's design does not include a timer on the match, but it is not intended gameplay for players to intentionally hold the game hostage, and even the devs say is a punishable offense.

You called me a hypocrite when I pointed out your false equivalency of slugging to literally holding the game hostage by not progressing the game.
The better equivalency would have been a killer bodyblocking you at the totem spawn on coal tower in the corner of the boxes that has no escape, and not letting you leave until you DC.
If you had used that argument, I would totally agree with you.
I still don't agree with any argument you've used so far.
