Second Wind does not give full credit on healing by For the People
Second Wind's text states "equivalent of one health state", which I assume is designed so that if you split the heals over multiple people it would get added.
However, when healing via For the People, it credits only the first couple seconds of that heal rather than counting it as a full health state heal.
This may be programmatically WAD, but I'm fairly sure its not WAI.
Please have FtP earn full health state credit from Second Wind to encourage combos.

I think you receive the broken status from For the People before Second Wind gets a chance to activate.

That's irrelevant. Second Wind won't kick in until you're hooked then unhooked anyway. Before that even becomes relevant Second Wind requires 100% heal state credit in order to "activate" (but not heal you). I'm talking about building up the healing credits to activate Second Wind in the first place, BEFORE getting hooked.
