How to fix lag while streaming?

I've been streaming DBD for over a year, and I'm just now experiencing lag issues. I can play the game perfectly fine, on ultra settings off stream. But as soon as I open OBS, it turns to literally 20 fps. Also, I don't think Internet is the issue. If it was, then I don't think I'd be able to stream at 900P 60 fps. So here's my list of the possible causes and what I can do:

1: GPU (Not likely, but I thought I'd put it anyway) It's a 2 year old GTX 1060 6gb

2: CPU: The CPU is super old. It's a Intel Core i7 4820K It could also not be likely since I don't use the CPU encoder in OBS

3: RAM I only have 8 gb of RAM. People tell me I should upgrade to 16 gb

4: I could get a streaming PC. If I were to get one, I'd be able to play with ease and no problems what so ever.

Would any of these help? If so let me know, I'm really trying to fix this :/

    I had similar issues when using OBS. From your specs I would consider upgrading the RAM most definitely, and the CPU. Before that I would just experiment with other software first.
